Information brief regarding the Competition for projects aimed at strengthening Ukrainian national and civic identity, developed by civil society institutes, for which financial support will be provided in 2026.
Competition proposals are submitted to address the following priority tasks:
1. Formation of Ukrainian civic identity among the population based on socio-state (national) values.
2. Formation of defense awareness and civic resilience.
3. Promotion of the history of Ukraine, particularly the struggle of the Ukrainian people for self-determination and state-building, outstanding personalities of Ukrainian statehood, war veterans, Defenders of Ukraine who fell defending independence and territorial integrity, Ukrainians whose achievements are part of world history.
4. Development of critical thinking and media literacy.
5. Formation of Ukrainian national and civic identity among Ukrainians living abroad and in temporarily occupied territories, as well as in adjacent areas.
6. Promotion and preservation of Ukraine's cultural heritage and cultural values.
The organization and conduct of the competition for projects aimed at strengthening Ukrainian national and civic identity, developed by civil society institutes, for which financial support will be provided in 2026, is carried out in accordance with the "Procedure for conducting a competition for programs (projects, activities) developed by civil society institutes, for implementation of which financial support is provided" (with amendments), approved by the Cabinet of Ministers of Ukraine Resolution No. 1049 of October 12, 2011, and the State Target Social Program for strengthening Ukrainian national and civic identity for the period up to 2028, approved by Cabinet Resolution No. 864 of July 30, 2024.
Civil society organizations submit competition proposals through the electronic competition system from the day of announcement (January 6, 2026) until 23:59 on February 22, 2026, via this link.
Competition proposals may be submitted by civil society institutes listed in the Register of non-profit institutions and organizations and registered as legal entities in the prescribed manner at least six months prior to the announcement of the competition.
A civil society institute may submit multiple competition proposals.
Competition proposals are submitted by the authorized person of the participant with an electronic signature based on a qualified certificate, after which the proposal cannot be modified.
The competition proposal must be in the Ukrainian language.
The proposal must meet the nationwide level of project implementation – involving representatives from at least one third of Ukraine's regions, including the Autonomous Republic of Crimea, Kyiv, and Sevastopol (at least 9 regions), or projects and activities conducted in most regions of Ukraine.
The participant is responsible for the accuracy of the information provided in the competition proposal.
The electronic competition system automatically assigns a unique registration code to the proposal upon registration. This code confirms that the competition organizer has received the proposal, which is communicated to the participant via their personal account in the system and by email.
The project and budget submitted must comply with the requirements, norms, and deadlines established by the Cabinet of Ministers of Ukraine Resolution No. 710 of October 11, 2016 "On the effective use of state funds" and the Procedure for implementing programs, projects, and activities of state policy in the youth sphere and in strengthening Ukrainian national and civic identity, approved by the Ministry of Youth and Sports Order No. 808 of March 3, 2016, registered with the Ministry of Justice on March 25, 2016 under No. 453/28583.
Only expenses allowed by law from budget funds and necessary according to the nature and specifics of the project/activity may be included in the project budget, based on justified needs and taking into account norms, standards, current prices, and tariffs for relevant goods and services.
Key categories of expenses for project implementation include:
- payment for services of involved specialists (including charges);
- travel, accommodation, meals, and per diem for project/activity participants;
- rental of premises, territories, or facilities for the project/activity (or usage fees, maintenance, and operation costs);
- artistic decoration of project/activity locations;
- transport services (including vehicle rental);
- rental of equipment, office equipment (or usage fees), maintenance, and operation costs;
- communication services;
- information services;
- printing;
- purchase of office supplies;
- purchase of consumables, fast-wearing items, medicines, and dressing materials (for camps, trainings, hikes, rafting, where these are used as demonstration or expendable materials);
- purchase of prizes, souvenirs;
- costume and clothing rental;
- other expenses justified by the specifics of the project/activity and reasonably included in the Regulation.
It is prohibited to plan budget funds for:
- acquisition of fixed assets such as furniture, office equipment, computers, vehicles, etc.;
- maintenance of budget institutions, public organizations, or self-financing structures;
- implementation of projects/activities aimed at generating profit;
- purchasing services through intermediaries;
- cash payments such as bonuses, scholarships, awards, material assistance, or funds to individuals for purchasing material goods.
The program/project/activity description submitted must include information on:
- ensuring implementation and achieving expected results in case of changes in the security situation during martial law;
- the level of participant safety during the program/project/activity under martial law conditions.
The maximum financial support for one project from the state budget cannot exceed 600,000 UAH.
The civil society organization's contribution must be at least 15% of the total funds required to implement the program/project/activity.
This contribution may be provided in the form of material or non-material resources, including one-time, periodic, or targeted contributions and deductions from founders and members, payment for premises, equipment, travel, or other necessary costs.
