1. General Provisions
1.1. The Code of Academic Integrity and Compliance Enforcement (hereinafter – the Code) of the National Aerospace University "Kharkiv Aviation Institute" (hereinafter – the University) is developed based on the Laws of Ukraine "On Academic Integrity", "On Education", "On Higher Education", "On Professional Pre-Higher Education", "On Scientific and Scientific-Technical Activity", "On Copyright and Related Rights", "On Prevention of Corruption", the Civil Code of Ukraine, and the Scientist's Code of Ethics of Ukraine approved by the Resolution of the General Meeting of the National Academy of Sciences of Ukraine dated April 15, 2009, No. 2. It incorporates the "Methodological Recommendations for Higher Education Institutions on Supporting Academic Integrity Principles" (Ministry of Education and Science of Ukraine letter No. 1/9-650 dated October 23, 2018), "Recommendations for Higher Education Institutions on the Development and Implementation of the University System for Ensuring Academic Integrity" (National Agency for Higher Education Quality Assurance decision dated October 29, 2019, Minutes No. 11), as well as the Charter and the Code of Ethics of the University.
1.2. The Code defines the standards of educational and scientific activities for students and employees of the University, generally accepted by the international academic community, adhering to the fundamental moral and legal norms of academic conduct and the policy principles for ensuring academic integrity at the University. It also establishes the organizational and procedural mechanisms for its enforcement, including the activities of authorized bodies, prevention, detection, investigation of violations, and response measures.
1.3. The Code, along with other regulatory documents of the University regarding the organization of the educational process, scientific activity, and ensuring ethical behavior, is a component of the internal quality assurance system for educational activities and higher education. It contains a set of principles, rules, procedures, and institutional mechanisms for ensuring academic integrity. Compliance with the provisions of this Code is mandatory for members of the university community both on campus and beyond.
1.4. The purpose of the Code is:
- ensuring the quality of educational activities and the quality of higher education at the University;
- forming academic values and a high culture of academic integrity among participants in the educational process;
- upholding moral values, social responsibility, and an active civic position among participants in the educational process;
- creating conditions for participants in the educational process to realize their abilities and talents based on academic freedom;
- ensuring compliance with the principles of academic freedom for participants in the educational process and the institutional autonomy of the University;
- developing skills for proper work with information sources, compliance with scientific ethics requirements, and respect for intellectual achievements;
- promoting independent and individual work when creating an original piece of work and increasing responsibility for violating generally accepted citation rules;
- avoiding personal interests and conflicts of interest;
- enhancing the authority, positive image, and business reputation of the University in the national and European educational and scientific space.
1.5. Academic integrity at the University is based on fundamental values and principles.
1.5.1. The core values of academic integrity are:
- honesty – adherence to truthfulness, openness, and the prevention of any form of deception, fraud, misappropriation of others' results, or other manifestations of dishonest behavior;
- trust – fostering an atmosphere of mutual trust in the results of educational and scientific activities within the university environment, and confidence in their integrity-based attainment;
- respect – respectful attitude toward the honor and dignity of each individual, recognition of the diversity of opinions and views, and compliance with intellectual property rights;
- fairness – unbiased attitude of participants in the educational process toward one another, ensuring objective, transparent, and independent assessment of the results of educational and scientific activities;
- responsibility – awareness of responsibility for the results of one's own activities to oneself, the university community, and society, as well as the diligent fulfillment of duties;
- resilience – consistent adherence to the principles of academic integrity regardless of external or internal factors and the presence of oversight;
- courage (determination) – readiness to uphold the principles of academic integrity, promote the formation of an appropriate culture, and respond to its violations.
1.5.2. The main principles of ensuring academic integrity are:
- priority of ensuring academic integrity – forming appropriate values and behavioral models among participants in the educational process through the application of relevant educational, upbringing, and motivational measures;
- openness and transparency – ensuring the accessibility of information regarding academic integrity rules, types of violations, and responsibility for them;
- intolerance toward violations – zero tolerance for any manifestations of academic integrity violations;
- respect for the results of academic activity – recognition of authorship and the inviolability of intellectual property rights;
- prevention of conflict of interest – preventing private interests from influencing the objectivity of decision-making in the field of educational and scientific activities;
- competence and professionalism – ensuring an appropriate level of knowledge, skills, and abilities, and continuous professional development of participants in the educational process;
- partnership and mutual respect – development of cooperation, mutual support, and adherence to the principles of equality and non-discrimination;
- adherence to the principles of secularism and religious tolerance in the educational process;
- protection of freedom of scientific thought, condemnation of any censorship regarding scientific creativity;
- legality – compliance with the requirements of the legislation of Ukraine and internal regulations of the University.
1.5.3. Adherence to the aforementioned values and principles is the duty of all members of the university community. Violation of academic integrity principles harms the University's reputation and diminishes the value of educational and scientific results. Responsibility for their observance is both the personal duty of everyone and the shared responsibility of the university community.
1.6. In this Code, terms and definitions are used in the following meaning:
- author – a physical person who, through their labor, created an academic work (or part thereof) or an educational assignment (or part thereof);
- academic integrity – a set of ethical principles and rules defined by the Laws of Ukraine "On Academic Integrity", "On Education", "On Higher Education", "On Scientific and Scientific-Technical Activity", which must guide subjects of academic activity during learning, teaching, and scientific (creative) activities to ensure trust in learning outcomes and/or scientific (creative) achievements;
- academic culture – a system of values, norms, behavioral rules, and interaction principles that regulate the activities of educational process participants and determine the nature of their relationships with each other and the external environment in the field of education and science;
- academic freedom – the autonomy and independence of educational process participants during educational, scientific, and/or innovative activities, based on the principles of freedom of thought, speech, and creativity, dissemination of knowledge and information, as well as the free publication and use of research results, taking into account restrictions established by law;
- use of artificial intelligence tools – the application of artificial intelligence tools while performing educational, scientific, creative, or organizational tasks, which involves forming and entering queries (input data), receiving and/or using the generated or processed result in full or in part during the creation of an academic work or performing another type of activity, as well as integrating the obtained results into one's own activity (including after editing or further development); the use of artificial intelligence tools without proper attribution may be considered a violation of academic integrity; the use of artificial intelligence tools is not considered a violation of academic integrity if applied for assistance in searching for information followed by verification by the author, editing text created by the author themselves, or other auxiliary actions that do not substitute for the author's contribution;
- artificial intelligence tools – software products, services, or systems functioning on the basis of artificial intelligence technologies and capable of generating, analyzing, processing, or transforming texts, images, data, or other objects based on user-entered queries (input data), particularly using machine learning algorithms;
- scientific ethics – a set of norms and rules of conduct recognized by the academic community for individuals engaged in scientific, scientific-technical, and scientific-pedagogical activities;
- subjects of academic activity – students, applicants, scientific, scientific-pedagogical, and pedagogical staff of the University, as well as other individuals participating in the educational process, scientific activity, or the organization and conduct of educational and scientific events involving the University;
- university community – scientific, scientific-pedagogical, and pedagogical staff, applicants, higher education students, and other individuals studying at the University, as well as employees and practitioners involved in the educational process and/or scientific research;
- quality of higher education – compliance of learning outcomes with the requirements established by legislation and higher education standards;
- quality of educational activity – the level of organization of the educational process at the University that meets the requirements of legislation and higher education standards, ensures the attainment of quality education, and promotes the creation of new knowledge.
Other terms are used in the meanings defined by the legislation of Ukraine in the field of education, scientific activity, and academic integrity, particularly the Laws of Ukraine "On Academic Integrity", "On Education", "On Higher Education", and "On Scientific and Scientific-Technical Activity".
1.7. To ensure academic integrity, the University publishes the following on its official website:
- regulatory documents on matters of ensuring academic integrity;
- methodological, informational, and educational materials regarding the observance and ensuring of academic integrity;
- organizational and administrative documents establishing relevant bodies for academic integrity matters, their work plans, and minutes of meetings regarding academic integrity issues;
- decisions made by authorized bodies (officials) of the University based on the results of reviewing academic integrity violations.
1.8. The provisions of this Code apply to all structural units of the University, all students, administrative, pedagogical, scientific-pedagogical, and scientific staff.
This Code does not apply to relations regarding the acquisition, exercise, and protection of personal non-property and property copyrights and/or related rights.
2. Principles of the Policy for Ensuring Academic Integrity
2.1. The University implements a systematic and consistent policy in the field of ensuring academic integrity as an integral component of the internal quality assurance system for educational activities and the quality of higher education.
2.2. The policy, measures, and procedures for ensuring academic integrity, as well as their implementation at the University, must:
- increase awareness among all participants in the educational process, scientific, and scientific-pedagogical staff regarding the values, principles, and rules of academic integrity;
- promote adherence to academic integrity by all participants in the educational process, scientific, and scientific-pedagogical staff;
- minimize opportunities for academic integrity violations;
- define mechanisms for the prevention and resolution of conflicts of interest;
- ensure effective response to facts of academic integrity violations.
2.3. The policy for ensuring academic integrity is based on the principles defined by this Code, as well as on the foundations of legality, transparency, intolerance toward academic integrity violations, equality of all participants in the educational process, and the inevitability of responsibility for such actions.
2.4. The goal of the academic integrity policy is to form an environment at the University where adherence to the principles of academic integrity is a mandatory norm of behavior, and any manifestations of its violation are timely detected, objectively reviewed, and properly responded to.
2.5. The academic integrity policy involves the implementation of a complex of interconnected measures aimed at:
- formation and development of a culture of academic integrity within the university community;
- prevention of academic integrity violations through informational and awareness-raising activities, training, and increasing the awareness of educational process participants;
- detection of academic integrity violations using tools and procedures defined by the University, including the use of relevant information systems;
- ensuring objective, impartial, and timely review of academic integrity violation cases;
- application of liability measures in accordance with the legislation of Ukraine and internal regulations of the University;
- creation of conditions for adherence to academic integrity during educational, scientific, and organizational activities.
2.6. Implementation of the academic integrity policy is carried out through:
- the functioning of bodies defined by this Code (commissions, working, and advisory bodies) authorized to prevent, detect, and review academic integrity violations;
- implementation of internal quality control procedures for educational and scientific activities;
- use of software and technical tools for checking academic texts;
- regulation of the use of artificial intelligence tools in educational, scientific, and other activities of the University, in particular by establishing requirements for their transparent and honest application, mandatory disclosure of the fact and scope of use, defining permissible limits of application depending on the type of activity, as well as developing relevant recommendations;
- organization of educational events aimed at forming academic writing skills and adherence to ethical standards;
- ensuring openness and accessibility of information about rules and procedures for academic integrity adherence, as well as providing access (as needed) for educational process participants to specialized software for detecting signs of academic integrity violations in accordance with internal University regulations;
- ensuring the mandatory recording of reports regarding academic integrity violations, organizing their verification, and proper review by authorized bodies;
- ensuring the review of reports on academic integrity violations regarding persons applying for scientific, scientific-pedagogical, and pedagogical staff positions, in accordance with the requirements of the legislation of Ukraine;
2.7. Responsibility for the implementation of the academic integrity policy rests with all structural units of the University, its officials, scientific-pedagogical, scientific, pedagogical staff, and students within the scope of their powers and duties.
2.8. The University provides proper conditions for academic integrity adherence, including the creation of a safe environment for reporting violations, protecting the rights and legitimate interests of persons reporting such violations, as well as persons who are subject to review.
2.9. The academic integrity policy is mandatory for all members of the university community and is subject to periodic review, taking into account changes in the legislation of Ukraine, the practice of its application, and the development of the educational and scientific environment.
3. Adherence to Academic Integrity in University Activities
3.1. Academic integrity in the educational activities of scientific-pedagogical, pedagogical, and scientific staff
3.1.1. Scientific-pedagogical, pedagogical, and scientific staff of the University are obliged to:
- adhere to the norms of this Code and the University's Code of Ethics;
- treat students and other participants of the educational process with respect;
- conduct educational activities based on reliable, scientifically grounded data and modern scientific achievements;
- verify the accuracy of information provided to students;
- clearly define learning outcomes, establish transparent requirements for task performance, and evaluation criteria;
- ensure high-quality preparation for training sessions and practical activities, particularly by taking into account individual needs and the capabilities of persons with special educational needs when designing assignments;
- continuously improve their general, professional, and personal competencies in the field of preventing manifestations of academic misconduct;
- conduct objective, impartial, and honest assessment of learning outcomes;
- monitor students' compliance with academic integrity;
- form a culture of academic integrity through personal example;
- promote the prevention and detection of academic integrity violations and respond to them in a timely manner;
- contribute to the preservation, development, and promotion of the University's educational and scientific traditions and values;
- prevent the communication of unreliable, fabricated, or distorted information to students (except in cases dictated by educational purposes);
- comply with the legislation on copyright and related rights;
- ensure academic literacy in their own publications and methodological materials with proper citation of sources.
3.2. Academic integrity in students' learning activities
3.2.1. Students of the University are obliged to:
- adhere to this Code and the University's Code of Ethics;
- perform educational tasks independently, except in cases where otherwise provided;
- when using artificial intelligence tools – adhere to the established requirements for their application, in particular, disclose the fact and scope of use, and, if necessary, provide information on the content of the formulated queries (input data) to artificial intelligence systems;
- specify sources of information when using the results of other people's intellectual activity;
- prevent the use of unauthorized assistance during assessments;
- provide reliable information about the results of their own educational, scientific, or creative activities;
- comply with the legislation on copyright and related rights;
- promote the formation of a culture of academic integrity and prevent its violations.
3.3. Academic integrity in scientific activity
3.3.1. Participants in the University's scientific activities are obliged to:
- adhere to the values, principles, and rules of academic integrity;
- ensure transparency of scientific research by providing reliable information about methods, data, results, and sources;
- verify the accuracy of the output information and scientific results used;
- clearly distinguish their own results from those of others;
- formulate conclusions based on proper evidence and facts;
- bear responsibility for the reliability of research results and their impact;
- counteract the dissemination of pseudoscientific theories and unreliable information.
3.4. Academic integrity during the creation and publication of academic works
3.4.1. When creating academic works, their authors are obliged to:
- adhere to the values, principles, and rules of academic integrity;
- indicate authorship and sources of information used;
- ensure the accuracy of the information presented;
- avoid fabrication, falsification, and plagiarism;
- in case of using objects generated by artificial intelligence, disclose this fact in accordance with the established requirements;
- acknowledge the contribution of other persons to the creation of the academic work;
- comply with the requirements regarding the use of one's own previously published results.
3.5. Academic integrity during assessment
3.5.1. Assessment of the results of educational and scientific activities is carried out:
- according to pre-defined and published criteria;
- objectively, impartially, and without discrimination;
- without providing unauthorized advantages or creating artificial obstacles;
- in the absence of a conflict of interest or after its resolution;
- using methods that ensure the reliability of assessment results.
3.6. Academic integrity in other types of activities
3.6.1. Persons participating in expert activities, competitions, and other procedures in the field of education and science are obliged to:
- adhere to the principles of academic integrity;
- ensure objectivity and impartiality of assessment;
- prevent conflicts of interest;
- act in accordance with established rules and procedures.
4. Ensuring Academic Integrity
4.1. The system for ensuring academic integrity at the University
4.1.1. The system for ensuring academic integrity at the University is a set of interconnected organizational, regulatory, procedural, and informational measures aimed at the formation, observance, and protection of the principles of academic integrity.
4.1.2. The system for ensuring academic integrity includes:
- creation and continuous improvement of the regulatory framework governing academic integrity at the University, including this Code and other internal acts of the University;
- formation and implementation of the academic integrity policy;
- definition of values, principles, and rules of academic integrity mandatory for all participants in the educational process;
- ensuring academic integrity at all institutional levels of education quality assurance, including: the level of the educational program, department, faculty, other educational-scientific and/or scientific units of the University, and the university-wide level;
- consideration of special requirements for ensuring academic integrity established for various fields of knowledge, specialties, and educational programs (including mechanical engineering, computer science, economics, humanities, etc.), as well as for various types of educational and scientific activities (term papers, tests, qualification (diploma) works, dissertations, scientific articles, monographs, etc.);
- functioning of authorized bodies (commissions, working, and advisory bodies) that provide prevention, detection, and review of academic integrity violations;
- implementation of mechanisms for prevention, detection, and response to academic integrity violations;
- ensuring transparent procedures for reviewing reports of academic integrity violations and enforcement of liability;
- use of specialized software to detect signs of academic integrity violations;
- regulation of the honest use of artificial intelligence tools in educational and scientific activities;
- informational, awareness-raising, and educational activities aimed at forming a culture of academic integrity;
- inclusion of an academic integrity section in educational programs for higher education students, and the introduction of introductory or elective courses on the basics of academic writing and research work;
- conducting trainings, lectures, seminars, and other events for participants in the educational process to encourage ethical behavior and form academic culture and skills to counteract academic misconduct;
- online communication with participants in the educational and scientific process regarding dishonest behavior, particularly through reporting boxes for academic integrity violations;
- ensuring openness and accessibility of information regarding the rules, procedures, and results of reviews of academic integrity violations;
- reviewing issues of compliance with the principles of academic integrity, moral rules, and ethical norms at least once a year at meetings of the University and Faculty Academic Councils, the University Scientific and Technical Council, as well as at meetings of the Scientific Society of Students, Postgraduates, Doctoral Candidates, and Young Scientists of the University, editorial boards of scientific journals published by the University, and at department meetings;
- mandatory familiarization with the provisions of this Code for all participants in the educational process and scientific activities, including students, scientific-pedagogical, scientific, and pedagogical staff of the University, with subsequent confirmation of such familiarization by signing the Declaration of Compliance with Academic Integrity, the form of which is an appendix to this Code;
- ensuring that academic integrity requirements are taken into account when appointing and holding leadership positions at the University, including prohibiting participation in competitions and holding positions for persons regarding whom facts of academic integrity violations have been established in accordance with the legislation of Ukraine;
- organizing the verification of candidates for leadership positions regarding compliance with academic integrity, specifically vice-rectors for scientific-pedagogical and scientific work, and deans of faculties*;
* This paragraph of the Code regarding the mandatory verification of candidates for leadership positions shall come into effect upon the approval by the University Academic Council of the corresponding Procedure for conducting such verification.
- exercising systematic control over the effectiveness of the academic integrity assurance system by officials and heads of structural units;
- ensuring compliance with academic integrity in the University's publishing activities, particularly by establishing procedures for peer review, checking academic works for signs of violations, and establishing response mechanisms, including refusal to publish or withdrawal of published materials;
- ensuring mandatory verification of academic works for signs of academic integrity violations in procedures for awarding higher education degrees, scientific degrees, conferring academic titles, and other qualifications, as well as taking the results of such verification into account when making relevant decisions.
4.1.3. The system for ensuring academic integrity is subject to periodic review and improvement, taking into account changes in the legislation of Ukraine, the development of educational and scientific practices, as well as the implementation of the latest technologies, particularly artificial intelligence tools.
4.2. Ensuring Academic Integrity of Students
4.2.1. The University ensures the formation of and adherence to academic integrity by students through:
- organizing training on academic integrity issues, particularly academic writing;
- conducting informational and awareness-raising work regarding the principles and rules of academic integrity;
- reviewing and, if necessary, updating course syllabi (educational programs), which must provide an adequate proportion of time that students will realistically have to complete tasks, as well as ensuring the clarity of requirements for educational assignments that correspond to the volume and level of complexity defined by educational programs and curricula;
- taking measures to prevent excessive academic workload for students.
4.2.2. Scientific-pedagogical, pedagogical, and scientific staff of the University are obliged to form and uphold a culture of academic integrity among students through:
- personal adherence to the principles of academic integrity;
- teaching students the principles and rules of academic integrity, increasing their level of awareness, including consideration of the rules for the honest use of artificial intelligence tools;
- stimulating and encouraging students toward honest behavior;
- designing educational assignments that promote independent and creative thinking of students;
- avoiding assignments that boil down to the reproduction of publicly available information without its critical reflection;
- detecting and stopping violations of academic integrity;
- applying response measures to academic integrity violations in accordance with this Code and other internal acts of the University.
4.2.3. Parents or other legal representatives of minor students contribute to the formation of their culture of academic integrity by:
- forming an awareness of the need to adhere to the values, principles, and rules of academic integrity;
- encouraging honest behavior in educational activities;
- promoting students' compliance with the requirements of this Code.
5. Academic Integrity Violations and Responsibility for Them
5.1. An academic integrity violation is an act or omission by a participant in the educational process or scientific activity that contradicts the principles, rules, and norms of academic integrity defined by the legislation of Ukraine and this Code.
Academic integrity violations are characterized, in particular, by the following features:
- providing or publishing false information;
- violation of the principles of fairness, equality, and impartiality;
- failure to perform or improper performance of established duties;
- misappropriation of the results of other people's intellectual activity.
A person is considered to have committed an academic integrity violation only after the corresponding fact has been established in the manner prescribed by the legislation of Ukraine and this Code (the principle of presumption of academic integrity).
The establishment of facts of academic integrity violation is carried out by authorized bodies (officials) of the University in accordance with the procedures defined in the legislation of Ukraine and this Code.
In case of establishing the presence of academic plagiarism, fabrication, falsification, or another academic integrity violation committed before the entry into force of the Law of Ukraine "On Academic Integrity", the measure of responsibility that was defined by law at the time of committing such academic integrity violation shall be applied to the subjects of academic activity.
5.2. Types of Academic Integrity Violations
5.2.1. The main academic integrity violations include:
- alienation of authorship;
- academic plagiarism;
- attribution of authorship;
- self-plagiarism;
- fabrication;
- falsification;
- dishonest use of results generated by artificial intelligence tools;
- dishonest assessment;
- non-independent performance of assignments;
- unauthorized assistance;
- academic sabotage;
- incitement to violate academic integrity;
- institutional violations of academic integrity.
5.2.2. The specific content of each type of violation (both those listed above and related ones) is determined by the legislation of Ukraine and this Code. A detailed description and definition of academic integrity violations, response measures to them, and a list of authorized entities that can consider and make decisions on the application of such measures are provided in the Table "Types of Academic Integrity Violations and Response Measures to Them," which is an appendix to this Code.
5.3. General Principles of Responding to Academic Integrity Violations
5.3.1. Responding to academic integrity violations is carried out based on the principles of:
- mandatory and timely response;
- impartiality and non-discrimination;
- establishment of the person's guilt;
- proportionality of the violation to the measures applied;
- transparency of review procedures;
- respect for the rights of all participants in the educational process.
5.3.2. The decision to apply response measures is made by an authorized body or official of the University.
5.4. Response Measures and Academic Liability
5.4.1. The following response measures are applied for academic integrity violations:
- educational measures;
- academic liability measures;
- disciplinary liability measures;
- other measures provided for by legislation.
5.4.2. Academic liability consists of applying sanctions to a person for an academic integrity violation in the prescribed manner.
5.4.3. The type and measure of liability are determined taking into account the nature of the violation, its consequences, recurrence, and other circumstances.
5.5. Sanctions for Academic Integrity Violations
5.5.1. The following sanctions, in particular, may be applied to scientific-pedagogical, pedagogical, and scientific staff:
- restriction of participation in the activities of collegial bodies;
- deprivation of the right to participate in scientific supervision, competitions, and projects;
- deprivation of the right to be conferred titles;
- removal from editorial boards;
- disciplinary actions (reprimand, dismissal);
- other sanctions in accordance with the legislation.
5.5.2. The following may be applied to students:
- warning (oral or written);
- re-performing an assignment or re-taking an assessment;
- deprivation of certain academic rights (participation in competitions, receiving scholarships, etc.);
- expulsion.
5.5.3. The following may be applied to applicants and participants of competitions:
- termination of participation in the competition;
- cancellation of competition results.
5.5.4. The specific list of sanctions and the procedure for their application are defined in the Regulations on the Academic Integrity Commission and the Table "Types of Academic Integrity Violations and Response Measures to Them."
5.6. Particularities of Certain Types of Violations
5.6.1. Non-independent performance of assignments, including the use of unauthorized sources or tools (in particular, artificial intelligence tools without proper disclosure of their use), is considered an academic integrity violation and entails relevant consequences.
5.6.2. Dishonest use of results generated by artificial intelligence tools occurs when such results are presented as one's own without proper disclosure of the fact of their use.
5.6.3. Persons who are incited to violate academic integrity are obliged to refuse participation in such actions and report this to the authorized bodies of the University.
5.7. Institutional Violations
5.7.1. The University does not permit institutional violations of academic integrity, including:
- dissemination of unreliable information;
- failure to take measures to ensure academic integrity;
- ignoring reports of violations;
- failure to take response measures to established violations.
5.7.2. In case institutional violations are detected, measures provided for by the legislation of Ukraine shall be applied.
6. Main Procedures for Responding to Academic Integrity Violations
6.1. Detection of Academic Integrity Violations
6.1.1. Facts of possible academic integrity violations may be detected:
- directly by scientific-pedagogical, pedagogical, and scientific staff of the University, or other persons authorized to verify the results of educational and/or scientific activities (particularly during the assessment of works, attestation, peer review, verification using specialized software, etc.);
- based on the results of automated verification of works using relevant software;
- based on reports of possible academic integrity violations submitted by participants in the educational process or other persons in the prescribed manner.
6.1.2. Review of reports regarding possible academic integrity violations is carried out in accordance with the principles of legality, objectivity, impartiality, transparency, timeliness, and the ensuring of the right to defense.
Any person who has reasonable grounds to believe that an academic integrity violation has occurred has the right to submit a corresponding report in written (paper or electronic) form to the authorized body (authorized person) or to the Rector of the University.
6.1.3. A report is subject to review provided it contains factual data that can be verified and indicates a possible violation of academic integrity. Anonymous reports of academic integrity violations, as a rule, are not subject to review. If such a report contains specific factual data that can be verified, the University has the right to initiate a verification of the circumstances set out therein on its own initiative. The authorized body (authorized person) ensures the registration, review of the report, and decision-making in accordance with established procedures.
6.2. Initiation and Commencement of Review
6.2.1. The Rector of the University or another authorized person, within three working days from the moment of receiving a report, shall make a decision regarding:
- transferring the report to the authorized body;
- establishing an authorized body or appointing an authorized person for its review;
- applying response measures in cases provided for by internal acts.
6.2.2. The authorized body (authorized person), within ten working days, shall:
- make a decision to start the review or leave the report without consideration;
- inform the applicant of the decision made;
- notify the person against whom the report was submitted and provide them with a copy of such report.
6.3. The review of the report is carried out in accordance with the procedure for reviewing reports of academic integrity violations, which is an appendix to this Code.
6.4. Particularities of Review Regarding Students.
6.4.1. When considering an issue regarding students under the age of 18, their parents or legal representatives may be involved (with the student's consent).
6.4.2. In case of non-recognition of the violation by the student or disagreement with the sanction, the review is carried out in accordance with the general procedure with the involvement of representatives of student self-government bodies.
6.5. Particularities of Review Regarding Executives.
6.5.1. Reports of academic integrity violations by the University executive are reviewed by authorized external bodies in accordance with the legislation.
6.5.2. The review of such reports is carried out in compliance with the requirements for independence, impartiality, and avoidance of conflicts of interest.
6.6. Revocation of Academic Degrees and Titles.
6.6.1. In case of establishing facts of academic plagiarism, fabrication, or falsification in academic works that served as the basis for awarding degrees or conferring titles, the University ensures the review of the issue of their revocation in the prescribed manner.
6.6.2. The decision to revoke a degree or title:
- is made by the authorized body;
- is subject to mandatory publication;
- may be appealed in the manner prescribed by legislation.
6.6.3. From the moment the decision to revoke the relevant degree or title enters into force, the person loses all rights associated with them.
7. Academic Integrity Assurance Bodies
7.1. The issue of academic integrity is a mandatory component of the activities of all structural units, services, and bodies of the University whose functions and tasks are related to the educational process and scientific activity. These issues are the main task of specially created working bodies of the University: the Academic Integrity Commission and the Academic Integrity Promotion Group.
7.2. Leadership and management of the academic integrity compliance process at the university-wide level is carried out by the Rector and, on his behalf, by the Vice-Rectors for scientific-pedagogical and scientific work, who coordinate the work of the Academic Integrity Promotion Group. The tasks, functions, procedure for organizing the work of the Academic Integrity Promotion Group, its structure, and the procedure for interaction with other University units are defined in the Regulations thereof, which is an appendix to this Code.
7.3. The Academic Integrity Commission, established and exercising powers in accordance with the University Code of Ethics and this Code, has the right to review cases and provide proposals to the Rector / University Academic Council regarding the imposition of liability for academic integrity violations on students and employees of the University. The tasks, functions, procedure for organizing the work of the Academic Integrity Commission, its interaction with other officials, relevant rights, and limits of responsibility are defined in the Regulations thereof, which is an appendix to this Code.
7.4. The Academic Integrity Commission is the authorized subject of the University for performing the control function regarding compliance with academic integrity at the University and is endowed with powers to detect, establish, and review facts of academic integrity violation, to consider appeals against decisions of officials who have separate powers to apply the provisions of this Code, and to provide proposals to the University management regarding the adoption / approval of decisions on the type of liability to be applied to persons who violate the norms of academic integrity.
University officials also have the authority to detect and establish facts of academic integrity violation in the manner established by the Regulations on the Academic Integrity Commission.
If a teacher, supervisor of a qualification (diploma) work, head of a department, dean of a faculty, head of a structural unit of the University, or vice-rector is not authorized to make a decision on appointing specific types of academic liability, they shall submit to the Academic Integrity Commission or in the name of the Rector a petition for the application or approval of a certain type of academic liability for the violator.
7.5. Management of the academic integrity compliance process in the educational activities of the University and informing higher education students and University employees about the inadmissibility of academic integrity violations, as well as the implementation of measures to prevent manifestations of academic misconduct, is carried out:
- regarding compliance with academic integrity principles by higher education students at the first and second levels — by the Center for Quality of Education, Licensing and Accreditation, deans, heads of departments, guarantors of educational programs, and curators of academic groups;
- regarding compliance with academic integrity principles by higher education students at the third and fourth levels — by the University Department of Doctoral and Postgraduate Studies and scientific supervisors;
- regarding compliance with academic integrity principles by scientific-pedagogical, pedagogical, and scientific staff — by heads of structural units, deans, heads of departments, as well as the Academic Integrity Commission;
- regarding ensuring compliance with the principles of academic integrity by the heads of structural units of the University — by the Rector of the University, Vice-Rectors according to the distribution of powers, as well as by the collegial management bodies of the University.
7.6. Management of the process of adhering to the principles of academic integrity in all areas of scientific activity is carried out by the Vice-Rector for Scientific Work, in particular, during specific types of scientific activity:
- activities of the University's scientific journals;
- conducting university scientific, scientific-methodological, and other events (conferences, seminars, etc.);
- conducting dissertation defenses for scientific degrees;
- protection of intellectual property rights;
- performance of research work financed by state and/or local budgets.
Control functions are performed by the relevant structural units reporting to the Vice-Rector for Scientific Work.
7.7. Promotion of academic integrity principles and implementation of measures to prevent academic misconduct are also constantly carried out by student self-government bodies, the University's primary trade union organization, and the Scientific Society of Students, Postgraduates, Doctoral Candidates, and Young Scientists of the University.
8. Final Provisions
8.1. This Code, upon prior approval by the University Student Council and the Scientific Society of Students, Postgraduates, Doctoral Candidates, and Young Scientists, is approved by the decision of the University Academic Council and enacted by the order of the University Rector.
8.2. Amendments and additions to this Code are made in the same manner as its adoption, based on the decisions of the University Academic Council.
8.3. Upon the entry into force of this Code, previous editions of the University Code of Academic Integrity, the Regulations on Academic Integrity, the Regulations on the Academic Integrity Commission, and the Regulations on the Academic Integrity Promotion Group shall become null and void.
8.4. Since certain issues of ensuring academic integrity are regulated by the appendices to this Code (in particular, the Regulations on the Academic Integrity Commission, the Table "Types of Academic Integrity Violations and Response Measures to Them," and the Regulations on the Academic Integrity Promotion Group), such appendices are its integral part and are applied together with it.
