The Prize may be awarded to a person who is a higher education seeker and in the year of awarding the Prize:
- Has completed full secondary education;
- Has taken part in entrance examinations for a bachelor's level of higher education in the form of external assessment, external assessment or in another form specified by law in the relevant year, and has received a total of at least 790 points from four subjects on a scale of 100-200 points, including 200 points from at least one subject (the four highest personal results from the subjects for which the participant of the entrance examination was registered are taken into account);
- Has been enrolled in a higher education institution of Ukraine by October 1 and has concluded a study agreement with it.
The amount of the Prize is determined by the Law of Ukraine on the State Budget of Ukraine for the relevant year, but cannot be less than 100 thousand hryvnias.
