The Award may be granted to a person who is a higher education applicant and, in the year the Award is conferred, has:
- completed full general secondary education;
- participated in entrance examinations for the bachelor’s level of higher education in the form of the External Independent Evaluation (ZNO), the National Multisubject Test (NMT), or in another form prescribed by legislation for the relevant year, and achieved a total score of at least 790 points on the 100–200 scale across four academic subjects, including at least 200 points in at least one subject (the calculation includes the four highest individual results in subjects for which the applicant was registered to take the entrance examination);
- by October 1, been enrolled in a higher education institution of Ukraine and concluded an education agreement with that institution.
The amount of the Award is determined by the Law of Ukraine on the State Budget of Ukraine for the relevant year, but may not be less than UAH 100,000.
