1. General Provisions
1.1. The Regulation on the Scientific and Methodological Council (hereinafter – Regulation) of the National Aerospace University "Kharkiv Aviation Institute" (hereinafter – the University) was developed in accordance with the Laws of Ukraine "On Education" dated 05.09.2017 No. 2145-VIII, "On Higher Education" dated 01.07.2014 No. 1556-VII (as amended), the "Regulation on the Organization of Scientific and Scientific-Technical Activity in Higher Education Institutions of III and IV Accreditation Levels," approved by the Order of the Ministry of Education and Science of Ukraine dated 01.06.2006 No. 422, the Charter of the National Aerospace University "Kharkiv Aviation Institute" named after N.E. Zhukovsky (hereinafter – the Charter), and regulates the general principles of functioning of the Scientific and Methodological Council of the University (hereinafter – the SMC of the University).
1.2. The SMC of the University is an advisory body that carries out monitoring, analysis, coordination, and planning of educational and methodological work at the University, and develops recommendations for its improvement in order to ensure the quality of educational services and modernize the process of specialist training.
1.3. In its activities, the SMC of the University is guided by the laws of Ukraine, orders and letters of the Ministry of Education and Science of Ukraine, the University Charter and Collective Agreement, and other regulatory documents concerning higher education.
1.4. The SMC of the University is established for a term of five years, and its composition is approved by an order of the University Rector.
1.5. Changes to the composition of the SMC of the University (removal and appointment of its members) during its term must be carried out by an order of the University Rector.
1.6. Upon the expiration of the SMC of the University's term, a new composition must be approved by an order of the University Rector within five working days from the day the previous term expires.
1.7. The activities of the SMC of the University are carried out based on an annual (semester) work plan approved by the University Rector.
1.8. Control and verification of the activities of the SMC of the University are carried out in accordance with the procedure defined by the legislation of Ukraine and current regulatory documents.
1.9. Time allocation for work in the SMC of the University is determined according to the regulation "Time Norms for Planning and Accounting of the Work of Scientific and Pedagogical Staff," approved by the University Academic Council, and is reflected in the individual plans of the SMC members in the "Organizational and Methodological Work" section.
2. Main Tasks and Functions
The competence of the SMC of the University includes:
2.1. Generalization and approval of best practices in organizing the educational and methodological work of University faculties and departments, as well as experience accumulated by world leaders in technical education; developing recommendations for its dissemination and implementation in the University's educational process.
2.2. Implementation of the University's policy in the sphere of ensuring the quality of educational activities and the quality of higher education.
2.3. Approval of the action plan for monitoring the quality of educational activities and the quality of higher education for the academic year.
2.4. Coordination of scientific and methodological work at faculties and departments.
2.5. Coordination of the work of the University's scientific and methodological commissions by fields of knowledge.
2.6. Coordination and monitoring of the development of University higher education standards as a component of the system of higher education standards of Ukraine.
2.7. Coordination of the development of educational programs.
2.8. Discussion of drafts of new regulatory documents regulating the organization and content of educational and methodological support, and preparation of recommendations for their improvement.
2.9. Consideration of issues at the initiative of the University administration and the Academic Council regarding the organizational and methodological level of the educational process and its scientific support at specific departments and faculties, and preparation of conclusions on their compliance with established requirements.
2.10. Assessment of the advisability of submitting new regulatory documents for consideration by the University Academic Council.
2.11. Providing clarifications, interpretations, and consultations regarding the application of regulatory documents on educational and methodological work.
2.12. Formulation of proposals for improving the internal quality assurance system at the University.
2.13. Formulation of proposals for ensuring the quality of educational activities and higher education at the University, taking into account the latest educational technologies, and development of relevant recommendations and regulatory documents.
2.14. Analysis of the results of monitoring the quality of the University's educational activities and development of recommendations for its conceptual development and procedural improvement.
2.15. Formulation of proposals for creating and developing institutional foundations for ensuring the clarity and comparability of learning outcomes, acquired competencies, and qualifications.
2.16. Formulation of proposals for the development of certification programs at the University and the formation of educational disciplines for free choice by students.
2.17. Approval of educational program profiles.
2.18. Unification of requirements for the form and content of curricula and working syllabi; ensuring the consistency of curricula and working syllabi within the University.
2.19. Consideration and approval of draft curricula for all educational degrees.
2.20. Consideration and approval of the educational process schedule.
2.21. Assessment of the advisability of including new disciplines in the curriculum.
2.22. Consideration and approval of educational programs for disciplines of all educational and scientific degrees.
2.23. Approval of sets of educational and methodological materials for bachelor's and master's programs.
2.24. Development of recommendations for improving the educational and methodological support of disciplines.
2.25. Providing assistance to activate the use of innovative teaching methods, modern technical means, and software products in the educational process.
2.26. Development of tools for confirming the compliance between teaching methodologies and expected discipline results.
2.27. Recommendation for the publication of educational literature.
2.28. Promoting the improvement of the pedagogical skills of scientific-pedagogical and pedagogical staff.
2.29. Development of external relations with other institutions and educational establishments, promoting the improvement of the professional level of the University's scientific-pedagogical and pedagogical staff.
2.30. Approval of professional development course programs for scientific-pedagogical staff.
2.31. Participation in the organization of the University's scientific-methodological conferences (outlining problems, relevance, determining the format, etc.).
3. Composition and Leadership
3.1. The SMC of the University includes representatives of University structural subdivisions involved in organizing the educational process — intellectual and creative activities in the field of higher education and science conducted at the University through a system of scientific-methodological and pedagogical measures.
3.2. The formation of the SMC of the University's composition takes place based on the submissions of heads of structural subdivisions.
3.3. The SMC of the University is headed by the Vice-Rector for Scientific and Pedagogical Work in the academic field.
3.4. The composition of the SMC of the University is approved by an order of the University Rector based on the submission of the Vice-Rector for Scientific and Pedagogical Work in the academic field within 5 (five) working days after the expiration of the previous SMC term, for a period of 5 years.
3.5. Early termination of the powers of persons who were members of the SMC of the University may occur:
- due to the termination of employment relations with the University or being on a long-term (more than 4 (four) months) business trip;
- due to absence from SMC of the University meetings for 4 (four) months without valid reasons, upon the submission of the Head of the SMC of the University to the University Rector.
New members are appointed to the vacant positions in the SMC of the University in accordance with the procedure for forming its composition (Clause 3.2) by an order of the University Rector.
3.6. Leadership of the SMC of the University:
3.6.1. The SMC of the University is headed by a Chair, who is appointed by an order of the University Rector.
3.6.2. The Deputy Chair of the SMC of the University is appointed upon the proposal of the Vice-Rector for Scientific and Pedagogical Work in the academic field by an order of the University Rector.
3.6.3. The Secretary of the SMC of the University is elected from among the members of the SMC of the University at the first meeting by an open vote of the majority of those present.
3.6.4. The Chair and the Secretary of the SMC of the University, in their work, are guided by the University Charter, this Regulation, and the relevant regulatory documents of the Ministry of Education and Science of Ukraine.
4. Organization of the University SMC's Work
4.1. The organizational form of the University SMC’s work is the meeting, which is held at least once a month during the academic year according to an established schedule.
4.2. A meeting of the University SMC is competent if at least 2/3 of its registered members participate.
4.3. To resolve urgent issues (including during the vacation period), an extraordinary meeting of the University SMC may be held. It may be convened at the initiative of its Chair, the Rector, a Vice-Rector, or the University’s scientific-methodological commissions by fields of knowledge or the faculty’s scientific-methodological commission, provided that at least 50% of the University SMC’s registered members are present.
4.4. The University SMC meetings are open. Any interested University employee may attend the meetings.
4.5. The University SMC meeting is chaired by its Chair. In the absence of the University SMC Chair, the meeting is conducted by the Deputy Chair of the University SMC.
4.6. The vote counting for open voting is carried out by the University SMC Secretary.
4.7. The draft agenda for each University SMC meeting is compiled by the Secretary in coordination with the Chair of the University SMC in accordance with the University SMC’s work plan for the academic year (semester).
4.8. At the instruction of the University SMC Chair, the preparation of materials for the consideration of specific issues at University SMC meetings is ensured by members of the University SMC and/or the heads of relevant structural subdivisions together with the University SMC Secretary.
4.9. For the preparation of decisions on urgent issues, working groups (commissions) may be created, which formulate relevant proposals and submit them for consideration by the University SMC.
4.10. Persons preparing materials for a University SMC meeting bear personal responsibility for the content and timely submission (no later than 3 (three) days before the meeting) to the University SMC Secretary of draft decisions, which formulate specific measures for implementation, including deadlines, executors, and persons responsible for control.
4.11. The agenda and draft decisions are approved by the University SMC Secretary with the Chair of the University SMC no later than 3 (three) days before the meeting.
4.12. The University SMC Secretary notifies the members of the University SMC of the date, place, time, and agenda of the meeting no later than two days before it is held.
4.13. The presiding officer at the University SMC meeting:
- opens and closes the University SMC meeting;
- submits draft decisions for discussion;
- organizes the consideration of issues;
- grants the floor for reports and statements, and announces the next speaker;
- makes official announcements, as well as those they deem necessary to announce.
4.14. Decisions of the University SMC on each agenda item are taken by open vote by a simple majority of its members present at the meeting. Decisions of the University SMC are implemented by orders of the University Rector.
4.15. The execution of University SMC decisions is entrusted to the heads of the University's structural subdivisions, unless otherwise provided by the decisions of the University SMC.
4.16. Control over the execution of University SMC decisions is entrusted, as a rule, to the Rector and Vice-Rectors in accordance with their functional duties.
4.17. Decisions of the University SMC of an administrative nature are implemented by orders of the Vice-Rector for Scientific and Pedagogical Work in the academic field of the University and are mandatory for all who work and study at the University.
4.18. Consideration of issues by the University SMC and the decisions taken are recorded in the minutes of the meetings, which are signed by the Chair and the Secretary of the University SMC. If necessary, an extract from the minutes of the University SMC meeting on a specific issue can be made, which is signed by the Chair and the Secretary of the University SMC.
4.19. Other issues, including procedural ones, may be additionally regulated at the University SMC meeting.
5. Rights and Duties
5.1. The rights and duties of the University SMC are realized through the rights and duties of its Chair, Secretary, and members.
5.2. The University SMC has the right to:
- repeal decisions of the University’s scientific-methodological commissions by fields of knowledge and faculty scientific-methodological commissions if they contradict regulatory documents and the established procedure of the educational process at the University;
- submit proposals to the University Academic Council for the consideration and approval of decisions and/or proposals adopted by the University SMC.
5.3. Members of the University SMC have the right to:
- submit proposals on issues that require collective discussion and decision-making;
- submit proposals on changes to the agenda and the conduct of the University SMC meeting;
- participate in the discussion of issues and make proposals to the draft decisions of the University SMC;
- obtain from the heads of University subdivisions necessary materials on issues prepared for University SMC meetings and information on the progress of the execution of its decisions and orders (decrees) issued on the basis of these decisions;
- participate in all University SMC meetings (in case of inability to attend a meeting, a member of the University SMC is obliged to notify the University SMC Secretary in advance).
5.4. Members of the University SMC are obliged to:
- exercise their powers only personally;
- ensure the effective work of the SMC;
- fulfill their assigned duties and instructions of the University SMC;
- ensure the execution of University SMC decisions in the University's structural subdivisions;
- timely and accurately execute the decisions of the University SMC;
- take an active part in compiling the University SMC's work plan.
5.5. Members of the University SMC bear personal responsibility for the organization of work assigned by the University SMC, as well as for the fulfillment of their duties.
5.6. The Chair of the University SMC reports on their activities at the University SMC meeting.
5.7. Duties of the University SMC Secretary:
- formulation of the University SMC's work plan for the academic year (semester);
- scheduling meetings and preparing materials for them;
- organization of the University SMC's work and ensuring the formalization of its decisions;
- keeping and formalizing meeting minutes;
- preparation of extracts from University SMC meeting minutes (as needed);
- monitoring the progress of execution of University SMC decisions;
- participation in the organizational support of the issues under discussion;
- promoting the development of information exchange and work experience in the field of higher education;
- maintaining the records management of the University SMC.
6. Final Provisions
6.1. The Regulation on the University SMC is signed by the Chair of the University SMC and approved by the Head of the Educational and Analytical Department, the Head of the Educational and Methodological Department, and the Lead Legal Advisor of the University.
6.2. The Regulation is approved by the University Academic Council and implemented by an order of the University Rector.
6.3. Changes and additions to this Regulation are considered and approved in the order established for its adoption.
