1. General Provisions
1.1. These Regulations on the Rectorate (hereinafter - Regulations) of the National Aerospace University "Kharkiv Aviation Institute" (hereinafter - University) were developed in accordance with Article 38 of the Law of Ukraine "On Higher Education", Clauses 5.2 and 5.6 of the University Statute, and constitute a document governing the activities of the University Rectorate and its interaction with other University governing bodies.
1.2. The Rectorate, as a permanent collegiate working body of the University, is established for the operational resolution of current University activity issues, to assist the Rector in exercising their authority regarding University management, and for the collegiate leadership of the University in the spheres of academic, scientific, innovative, educational, international, economic, and financial activities.
1.3. In its activities, the Rectorate is guided by the Constitution and laws of Ukraine, decrees of the President of Ukraine, resolutions of the Verkhovna Rada of Ukraine, resolutions and orders of the Cabinet of Ministers of Ukraine, regulatory acts of the Ministry of Education and Science of Ukraine, regulatory acts governing the functioning of higher education institutions in Ukraine, the University Statute, decisions of the University Labor Collective Conference, decisions of the University Academic Council, the University Supervisory Board, orders and instructions of the University Rector, and these Regulations.
1.4. While exercising its powers, the Rectorate is not entitled to interfere with the scope of authority of the University Academic Council, the University Labor Collective Conference, other governing bodies, and bodies of public and student self-government of the University.
1.5. Decisions, tasks, and instructions adopted/conveyed/provided at the Rectorate meeting have the force of an order and are mandatory for execution.
1.6. The Rectorate ex-officio includes:
1) Rector;
2) Vice-Rectors;
3) Deans of faculties;
4) Chief Accountant;
5) Heads of general University academic structural units;
6) Heads of other University structural units, namely:
- Internal Audit Department;
- Department of International Relations and European Integration;
- Postgraduate and Doctoral Studies Department;
- Research and Development Division;
- Planning and Finance Department;
- Human Resources Department;
- Legal Department;
- Center for Strategic Development and Public Positioning;
- heads of other structural units of the University as decided by the Rector;
7) Directors of separate structural units of the University:
- Student Campus;
- Interdisciplinary Research Institute of Problems of Physical Modeling of Aircraft Flight Modes (SRI PFM);
- Kharkiv Professional College of Information Technologies of the National Aerospace University "Kharkiv Aviation Institute";
8) University Academic Secretary;
9) Heads of the University trade union committees;
10) Head of the University student self-government body;
11) Head of the University Council of Young Scientists.
In case of termination of powers by a person holding such a position, their authority as a member of the Rectorate shall terminate, and the newly appointed person to said position shall acquire these powers from the moment the decision on their appointment (election) to the position is made.
Other University employees may also be included in the Rectorate by the Rector's decision.
1.7. The personal composition of the Rectorate is approved annually by an order of the University Rector. In case of changes in the Rectorate composition, a corresponding order is issued.
The Rector may invite other individuals to Rectorate meetings whose competence covers the issues under consideration.
1.8. Members of the Rectorate must personally participate in Rectorate meetings, responsibly fulfill duties related to their work within the Rectorate, properly organize the execution or personally carry out the requirements of Rectorate decisions, and not disclose information provided to Rectorate members as restricted access information*. The duties specified in these Regulations for University employees included in the Rectorate are part of their functional responsibilities for their position.
1.9. In case of a member's absence from a Rectorate meeting for a valid reason (vacation, business trip, temporary disability, etc.), with the Rector's consent, another official may participate in the meeting, who must possess all necessary information, report on the agenda items, and perform all duties of the absent member.
* In accordance with Clause 2.4 of the "Regulations on the procedure for collecting and disseminating information constituting a trade secret and other confidential information of the University", restricted access information includes, in particular, information not disclosed in the established manner and related to the management activities of the University leadership, specifically the Rectorate, faculty dean's offices, the University Academic Council / faculty academic councils, the University Scientific and Technical Council, the University Supervisory Board, and University and faculty self-government bodies, officials, and structural units of the University.
2. Main Tasks and Functions of the Rectorate
2.1. The main tasks of the Rectorate include considering issues regarding:
- the current state of affairs regarding the organization of the educational process, scientific and educational work, as well as human resources, financial, and economic activities of the University;
- operational management of the educational, scientific, scientific-technical, and administrative-economic activities of the University;
- the status of current academic performance and the pace of academic debt clearance by University students;
- current organizational issues of international cooperation at the University;
- ensuring the long-term development of the University, increasing its competitiveness, and shaping a positive image;
- the financial state of the University and the dynamics of tuition debt clearance by students;
- implementation of laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine, resolutions/orders of the Cabinet of Ministers of Ukraine, regulatory documents and instructions of the Ministry of Education and Science of Ukraine, the University Statute, the University Collective Agreement, etc.;
- resolution of other issues defined by the Statute as tasks, rights, and duties of the University, which are not assigned to the competence of other governing bodies or bodies of public or student self-government of the University.
2.2. In accordance with its assigned tasks, the Rectorate:
- carries out continuous monitoring of affairs and resolves current issues to ensure compliance with the provisions of the University Statute, Internal Regulations, Regulations on the Organization of the Educational Process, Regulations on Claims and Lawsuit Work, etc., and controls their observance within its authority;
- resolves operational issues regarding the coordination of the activities of the University's structural units;
- develops and ensures the implementation of measures to improve the organization of various types of University activities, creation of proper conditions for ensuring the educational process, implementation of scientific, scientific-technical, and innovative activities, human resources, financial, economic, and international activities, information and material-technical support, conduct of educational work and resolution of social issues, as well as career guidance, cultural, and educational events of the University;
- develops proposals regarding the creation, liquidation, reorganization, and re-profiling of departments and units, and the cancellation of orders and decisions of officials in cases where they do not comply with legislative acts, the Statute, the University Collective Agreement, or other regulatory acts;
- initiates the creation of commissions to review complaints and appeals;
- hears operational information, conclusions, proposals, and current reports on the work performed by heads of University structural units, as well as results of audits, inspections, certifications, and accreditation of the University and educational programs;
- initiates and organizes the informing of structural units, the labor collective, and students of the University on matters of University life and decisions made by the University leadership regarding various areas of activity;
- reviews current issues concerning the improvement of the organization of University work, the educational process, career guidance work, scientific activity, staffing, and material-technical support of the educational process, the creation of proper conditions for University staff and students to realize the educational process, scientific activity, and professional development, and the ensuring of social security and gender equality;
- initiates the preparation of draft decisions and local regulatory acts of the University for review and adoption in the established manner.
3. Organization of the Rectorate's Work
3.1. The Rectorate operates on the principles of combining individual leadership and collegiality, transparency in decision-making, and effective control over the execution of adopted decisions.
3.2. The work of the Rectorate is directed by the University Rector. In their absence, these functions are assigned to the person performing the duties of the University Rector.
The functions of the Rectorate secretary are performed by the University Academic Secretary or, upon the Rector's instruction, another University official who is a member of the Rectorate.
3.3. The organizational form of the Rectorate's work is the meeting. Rectorate meetings are held weekly. For urgent matters, an extraordinary meeting of the Rectorate may be convened at the initiative of the University Rector.
Meetings may be conducted in a standard, shortened, or expanded format.
If only matters regarding the current activities of the University are scheduled for discussion at the Rectorate, by the Rector's decision, the meeting may be conducted in a shortened format (without the mandatory involvement of heads of separate structural units and/or trade union organizations and/or student self-government bodies, the Council of Young Scientists, etc.).
By the Rector's decision, a Rectorate meeting may be conducted in an expanded format with the invitation of heads of departments, lecturers, researchers, other University employees, and students, in particular for celebrating festive events, awarding ceremonies, etc.
3.4. During a Rectorate meeting, as a rule, the following issues are considered:
- the state of financial and academic discipline of students and the dynamics of these indicators over the week;
- conduct of educational, scientific, upbringing, cultural, sporting, career guidance, and other events at the University or with its participation;
- results of seasonal work on ensuring the University's life support;
- the current state of affairs in the financial and economic activities of the University;
- other issues affecting the life and educational process at the University.
3.5. A Rectorate meeting is opened and chaired by the Rector. After the Rector's report (information), vice-rectors, faculty deans, heads of structural units, and other members of the Rectorate speak (as necessary).
During the Rectorate meeting, issues concerning the status of execution of previous Rectorate decisions and the Rector's instructions, the quality of the educational process and its scientific-methodological support, the state of labor discipline among staff and students, the status of staffing and research work, the state of material-technical and financial support, the state of the social sphere, and other issues related to the University's life support must be reviewed.
Speakers prepare information and, if necessary, provide audit conclusions, statistical materials, tables, and multimedia presentations.
After the Rectorate meeting, minutes are drafted, which are signed by the Rector and the Rectorate secretary.
3.6. Members of the Rectorate participating in the meeting must possess up-to-date information regarding the issues to be discussed.
Employees preparing materials for the Rectorate meeting are responsible for a thorough study of the actual state of affairs regarding the problem to be discussed and for developing specific proposals for eliminating shortcomings. Upon the instruction of the Rector or the vice-rector responsible for the issue, written information and a draft decision may be prepared for the issue planned for discussion.
3.7. Instructions and orders of the Rector and vice-rectors, as well as information from heads of structural units who reported at the Rectorate meeting, may additionally be drafted in writing, in the form of instructions or information, and posted in the "Rectorate" corporate chat, as well as sent to the email addresses of persons participating in the Rectorate meeting. Communicating the adopted decisions to immediate executors and monitoring their execution is entrusted to vice-rectors and heads of structural units who are members of the Rectorate.
At the Rector's initiative, if necessary, the Rectorate may adopt collegial decisions by a majority vote through an open ballot, on the basis of which orders (instructions) of the Rector or instructions of University vice-rectors may be issued.
3.8. Issues discussed at the Rectorate meeting may, if necessary, be covered on the official University webpage, in social networks, etc.
3.9. Executors of Rectorate decisions shall, within the established timeframe and manner, report to the Rector or the vice-rector responsible for a certain area of work on the progress of executing the Rectorate decision in order to remove the issue from monitoring.
3.10. Decisions of the Rectorate are mandatory for all University employees and students. Responsibility for executing Rectorate decisions is assigned to the vice-rectors responsible for a certain area of work, as well as to the persons specified in the Rectorate's decisions.
4. Final Provisions
4.1. These Regulations are adopted by the University Academic Council and put into effect by an order of the University Rector.
4.2. Amendments and/or additions to these Regulations are made in the order established for their adoption.
