1. General Provisions

1.1. The Regulations on Rating Assessment of Achievements of Higher Education Applicants (hereinafter referred to as the Regulations) at the National Aerospace University "Kharkiv Aviation Institute" (hereinafter referred to as the University) have been developed in accordance with the Laws of Ukraine "On Education" dated 05.09.2017 No. 2145-VIII, "On Higher Education" dated 01.07.2014 No. 1556-VII, the Order of the Ministry of Education and Science of Ukraine "On the Introduction of the European Credit Transfer and Accumulation System in Higher Educational Institutions of Ukraine" dated 16.10.2009 No. 943, and the Resolution of the Cabinet of Ministers of Ukraine "Certain Issues of Scholarship Provision" (as amended) dated December 28, 2016, No. 1050.

1.2. The terms in the Regulations are used in the following meaning:

Rating assessment of achievements of higher education applicants - a system for measuring learning outcomes (knowledge, skills, and practical abilities) of an applicant for versatile educational and cognitive activities during the study of a discipline in the relevant semester according to the curriculum.

Module - a logically completed part of an educational program (academic discipline, internship, state attestation), which consists of content modules and is implemented through relevant forms of the educational process. A module typically includes a combination of content modules, usually no more than two.

Content module - a logically completed part of theoretical and practical educational material of a specific academic discipline, provided for in the syllabus/work program of the discipline, which usually contains several lecture topics, practical (seminar) classes, laboratory works, calculation assignments, etc.

Modular control - an assessment of the higher education applicant's mastery of the educational material of a content module, brought to the relevant control event provided for in the syllabus/work program of the discipline.

Modular grade - the number of points obtained by a higher education applicant during the execution of modular control.

Continuous control - an assessment of applicants' work in practical, laboratory, seminar, and other classes, as well as during the execution of individual tasks provided for in the syllabus/work program of the discipline. The complete list of elements subject to continuous control and their evaluation in points are established by the developer of the syllabus/work program of the discipline, which is agreed upon and approved in accordance with the requirements of paragraph 3.2 of the Regulations on the Syllabus of the Academic Discipline of KhAI and brought to the attention of applicants.

Final modular grade - the sum of points of modular grades and the results of continuous control, which is formed before the start of semester control and, with the consent of the applicant, can be counted as a control event - a semester grade.

Semester control grade - the number of points obtained during the passing of a control event of final (semester) control provided for in the curriculum.

Semester grade - the final modular grade or the grade of the final (semester) control, which is entered by the dean's office staff into the consolidated grade sheet.

Electronic grade sheet of final modular control - a document where the results (grades) of the final modular control for the semester are entered.

1.3. Rating assessment of achievements of higher education applicants is applied for the purpose of:

- increasing the interest of applicants in the educational process;

- stimulating systematic and independent work of applicants;

- increasing the objectivity of assessing applicants' knowledge;

- identifying and uncovering special abilities of applicants.

1.4. Rating assessment of achievements of higher education applicants is counted as a control event - a semester grade during semester control for all applicants. With the consent of a higher education applicant who has scored from 60 to 100 points of the final modular control, they are considered to have passed the semester control. The grade and the number of points are entered into the record book (gradebook).

1.5. Modular control in a specific academic discipline is carried out during the academic semester for all types of classes and within the time limits specified in the syllabus/work program of the discipline. Verification of modular control results is carried out at the expense of the teacher's workload in the second half of the day.

1.6. For successful attestation, the applicant must obtain a final modular grade of at least 60 points and complete all laboratory works, practical tasks, calculation-graphic, and calculation works provided for in the syllabus/work program of the discipline.

1.7. Applicants who, at the end of the academic weeks of the semester, i.e., before the start of semester control, received less than 60 points, are attested with an "unsatisfactory" grade and are considered to have an academic debt. Such applicants are obliged to undergo the procedure of the control event of the final (semester) control in order to liquidate the academic debt during the period of examination sessions and holidays, i.e., before the start of the next semester. In this case, applicants studying under the state block grant (state order) are not included in the rating for the assignment of an academic scholarship.

1.8. The control event of final (semester) control can also be taken by applicants who wish to improve their final modular grade.

1.9. Assessment of knowledge during final (semester) control and/or determination of the final modular grade is carried out on a 100-point scale.

1.10. The cumulative system uses the sum of points taking into account all types of work performed during the semester for each discipline: lectures, laboratory, practical, seminar classes, individual tasks, independent work, etc., provided for in the syllabus/work program of the discipline.

2. Main Components of the Rating Assessment of Achievements of Higher Education Applicants

The rating assessment of achievements of higher education applicants is introduced to increase their motivation for systematic work during the mastering of the academic discipline material to acquire the relevant competencies both during the semester and the entire period of study.

2.1. Organization and Conduct of Modular Control

2.1.1. Modular control is conducted for academic disciplines for which an exam, a graded test, or a pass/fail test is provided for in the curriculum, with the exception of internships (introductory, educational, production, pre-diploma, etc.).

2.1.2. Modular control is conducted based on the educational material assigned to the relevant content modules according to the syllabus/work program of the discipline.

Modular control is carried out by performing written control assignments, including with the use of modern information technologies in lecture, laboratory, and practical classes provided for in the syllabus/work program of the discipline.

The period of modular control for the current semester and the duration of each control event are determined by the developer of the syllabus/work program of the discipline.

Continuous control is subordinate to the content of modular control. The complete list of elements, its components, and their evaluation in points are determined by the developer of the syllabus/work program of the discipline and are entered into its text.

2.1.3. The distribution of educational material into content modules, the definition of types of control and evaluation criteria, as well as compulsory tasks for obtaining admission to the final (semester) control are carried out by the developer of the syllabus/work program of the discipline. The evaluation criteria for the performance of modular control tasks, as well as laboratory, practical works, seminars, and individual tasks are entered into the syllabus/work program of the discipline. The information contained in the syllabus/work program of the discipline is brought to the attention of higher education applicants at the first class of the current semester.

2.1.4. The number of modular controls equals the number of content modules provided for in the syllabus/work program of the discipline. The time and place for conducting modular controls are determined by the developer and are carried out during the classes provided for in the syllabus/work program of the discipline.

2.1.5. Higher education applicants are always admitted to modular controls.

2.1.6. A higher education applicant is considered to have taken the modular control if they attended the control event and received the control assignment.

2.1.7. The execution of control assignments is carried out by each higher education applicant independently. The control event is conducted in compliance with the principles of academic integrity. In case of detecting violations of the principles of academic integrity or the established order of conducting modular control, the applicant is removed from the control event. The fact of the violation is recorded in writing before the end of the control event.

2.1.8. The result of the control event for an applicant who did not attend it is evaluated as zero points.

2.1.9. In case of disagreement with the grade, the higher education applicant has the right to appeal.

2.1.10. A higher education applicant cannot retake the modular control.

2.1.11. A higher education applicant who failed to attend the modular control for a valid reason and provided supporting documents has the right to extend the terms for passing the control events provided for in the curriculum and the syllabus/work program of the discipline, in accordance with the existing procedure.

2.1.12. The results of the final modular assessment of the applicant's work are entered into the electronic grade sheet of the final modular control (Appendix A), which is submitted to the dean's office for appropriate storage.

2.1.13. Responsible staff of the dean's office enter the performance results in accordance with the electronic grade sheets into the PILOT electronic system. These results form the basis for identifying individuals who have academic debt. For higher education applicants studying under the state block grant, such data become the basis for forming the student performance rating for the assignment of an academic scholarship.

2.2. Organization and Conduct of Semester Control

2.2.1. Semester control (the procedure for conducting a semester control event in the form of a semester exam, graded test, or pass/fail test within the scope of the educational material defined in the syllabus/work program of the discipline) is conducted for all academic disciplines included in the curriculum, according to the schedule of the educational process.

2.2.2. A higher education applicant who has completed all types of compulsory works (laboratory, practical, calculation-practical, and calculation works, essays, etc.) provided for in the syllabus/work program of the discipline is admitted to the semester control in the discipline.

2.2.3. A higher education applicant who has passed all modular controls (successfully attested by their results, i.e., received a final modular grade of 60 points and higher), as well as completed all types of compulsory works, is considered to have passed the semester control, and with their consent, is attested with the final modular grade as the semester grade. An applicant who is attested as "unsatisfactory" (para. 1.7) is obliged to pass the semester control. The sole condition for admission to the semester control is the completion of all types of compulsory works provided for in the syllabus/work program.

2.2.4. Semester control can also be taken by higher education applicants who wish to improve their final modular grade. In this case, the better result is counted.

2.2.5. Higher education applicants are granted the right to retake the control event of the current semester control, while applicants studying under the state block grant are excluded from the scholarship rating and lose the right to receive an academic scholarship.

2.2.6. The semester grade in an academic discipline for which a graded test is provided is a cumulative grade for the performance of compulsory works provided for in the syllabus/work program, which is calculated on a 100-point scale.

2.2.7. If a pass/fail test is provided for a discipline, depending on the number of points scored (60 and more), "passed" as well as the number of points are entered into the record book and the grade sheet. Otherwise, "failed" is entered into the grade sheet.

2.2.8. Higher education applicants who have not completed the compulsory works provided for in the syllabus/work program perform these works during the period allocated for semester control.

2.2.9. The deadline for the liquidation of academic debt is the start date of the next semester. In special cases, the Rector may extend the period for the liquidation of academic debt.

2.2.10. The results of the final (semester) control during the liquidation of academic debt by a higher education applicant are recorded in an individual electronic grade sheet.

2.2.11. For the period of semester control, a schedule of consultations and control events in the disciplines is compiled. A schedule for the liquidation of academic debts in all disciplines taught during the semester is also compiled (at the rate of a minimum of 4 academic hours per week for each discipline). The timetable and schedule are compiled by the dispatch service of the University, taking into account proposals from the departments.

2.2.12. A satisfactory semester grade in a discipline is the basis for transfer to the next year of study.

2.2.13. For higher education applicants studying under the state block grant, the semester grade becomes the basis for participation in the rating for the assignment of an academic scholarship, provided that such applicants did not have academic debts or did not improve their grades in accordance with para. 2.2.5.

2.3. Recording Results of Modular and Semester Control

2.3.1. The university applies a table for converting rating assessment points into the traditional scale (Table 1).

2.3.2. During the semester, the teacher must fill out the journal of continuous control of performance (grades) in the MENTOR automated distance learning system, in which they specify the number of points scored by the higher education applicant for the types of work defined in the syllabus/work program - module elements.

2.3.3. The teacher records the results of continuous control in the journal of attendance and performance of higher education applicants of academic groups in the MENTOR automated distance learning system in numerical form with two digits: 09, 25, etc. If an applicant did not attend the modular control, the teacher writes "0" in the "Modular grade" column.

2.3.4. The electronic grade sheet of the final modular control (Appendix A) is formed by the staff of the department of education quality, analytics, and educational-methodical support and is distributed to the dean's offices of the faculty. The staff of the dean's offices distribute the electronic grade sheets to the e-mails of the departments on the eve of the start of the final control week, into which the final modular grade or the grade of the final (semester) control is entered.

The electronic grade sheet of the final modular control, fully filled out and signed, is sent by the teacher to the dean's office via feedback in PDF format marked "editing prohibited" on the day of the semester control or the next day.

2.3.5. Semester grades in a discipline are entered into the consolidated grade sheet, which is formed and stored in the dean's office. Data from the consolidated grade sheet are entered into the PILOT electronic system. For higher education applicants studying under the state block grant, they form the basis for creating the student performance rating for the assignment of an academic scholarship.

3. Organization of Rating Assessment of Applicants' Achievements at the Department 

3.1. To assess the applicant's work during the semester, the discipline is divided into content modules. For each content module, all main elements of the applicant's educational work are evaluated (work in practical, laboratory, and seminar classes, execution of calculation-graphic works, individual, control, and homework assignments and their defense, participation in student conferences, olympiads, defense of essays, etc.).

3.2. The main elements of educational work (continuous control) and control events (modular control) are evaluated according to a system of points, which is fixed in the syllabus/work program of the discipline and cannot be changed during the course of study.

The distribution of points is carried out by the developer of the syllabus/work program of the discipline. The specified number of points may differ for different disciplines. In each specific case, the importance of the type of work and its significance for the discipline are taken into account. The complete list of elements subject to control and their evaluation in points are established in the syllabus/work program of the discipline for each academic discipline and brought to the attention of applicants. It is allowed to assign points for other activities related to the academic discipline.

3.3. Points by types of control must be distributed in such a way that an applicant, having passed all planned modular controls, would not be able to obtain a final modular grade of "satisfactory" solely based on the results of continuous control. The higher education applicant must accumulate the required number of points to convert them into a grade of "satisfactory", "good", and "excellent" through systematic work in classes, timely execution of individual and homework assignments, as well as successful passing of modular controls.

3.4. Applicants who have not completed all types of compulsory works provided for in the syllabus/work program of the discipline for admission to the semester control must complete them.

4. Documents for Rating Assessment of Applicants' Achievements

4.1. At the department, for each academic discipline and for each specific educational program, there must be:

- a syllabus/work program of the academic discipline divided into content modules;

- a list of literary sources necessary for studying the discipline;

- a list of control questions and test assignments;

- methodical materials providing topics for independent preparation of applicants along with control questions for them;

- a journal of continuous control of performance (grades) in the MENTOR automated distance learning system;

- a class attendance journal in the MENTOR automated distance learning system;

- an electronic grade sheet of the final modular control;

- modular works of higher education applicants.

4.2. In the dean's offices, there must strictly be:

- electronic grade sheets of the final modular control;

- schedules of independent work of higher education applicants;

- consolidated performance grade sheets.

5. Special Conditions 

5.1. Cases not provided for in these Regulations, special circumstances, and situations are considered and resolved by the Rector or the Vice-Rector for Scientific and Pedagogical Work on the basis of an applicant's application and a justified submission by the Dean.

6. Final Provisions 

6.1. The Regulations are approved by the Academic Council of the University and are enacted by an order of the Rector of the University.

6.2. Control over the implementation of the Regulations is exercised by University officials within their powers established by job descriptions.

6.3. Changes and/or supplements to these Regulations are considered and approved in the manner specified for their adoption.
