1. General Provisions
1.1. The National Aerospace University "Kharkiv Aviation Institute" (hereinafter – the University) holds the status of a national higher education institution and operates on the principles of autonomy and self-governance.
1.2. The Regulations on the Organization of the Educational Process (hereinafter – the Regulations) at the University constitute the primary normative document regulating the organization and conduct of educational activities at the University. They are developed in accordance with the Law of Ukraine "On Higher Education", taking into account the requirements of the Laws of Ukraine "On Education", "On Professional Pre-Higher Education", "On General Secondary Education", "On Extracurricular Education", "On Vocational Education", "On Professional Development of Employees", "On Scientific and Scientific-Technical Activity", and others, as well as Decrees of the President of Ukraine, acts of the Cabinet of Ministers of Ukraine, the University Charter, the University Development Strategy, other regulatory acts in the field of higher education, employment, and social-labor relations, and recommendations and standards defined by documents used in the European Higher Education Area by countries participating in the Bologna Process and recognized by Ukraine.
A list of internal regulatory documents is provided in Appendix A.
1.3. The language of the educational process at the University is the state language. The educational process in foreign languages is carried out in accordance with the legislation.
2. Basic Terms and Definitions
In these Regulations, the terms are used in the following meanings:
1) Academic Recognition – the acceptance of educational components (learning outcomes), qualifications, or diplomas from one higher education institution (Ukrainian or foreign) by another institution for specific purposes.
2) Academic Leave – an authorized break in studies due to circumstances that make it impossible to fulfill an educational (scientific) program (e.g., due to health reasons, conscription for mandatory military service if the right to deferment is lost, family circumstances, studies or internships at other educational and scientific institutions, including those in foreign countries, etc.).
3) Academic Hour – the minimum unit of accounting for study time, which serves as the basis for planning and recording educational classes. The duration of an academic hour is typically 45 minutes.
4) Academic Integrity – a set of ethical principles and legally defined rules that participants in the educational process must follow during learning, teaching, and scientific/creative activities to ensure trust in learning outcomes and/or scientific/creative achievements. Violations of academic integrity include academic plagiarism, self-plagiarism, fabrication, falsification, cheating, deception, academic bribery, biased assessment, and academic fraud.
5) Academic Debt – the existence of academic disciplines, internships, etc., for which an education seeker has not been awarded credits. Debt arises in the following cases:
– during the academic semester, before the start of the current semester control specified in the curriculum, a person has scored fewer points in any educational component (discipline, internship, term paper) than the threshold for unsatisfactory learning defined at the University;
– during semester control, an education seeker has received fewer points in any educational component (discipline, internship, term paper) than the threshold for unsatisfactory learning defined at the institution.
6) Academic Mobility – the opportunity for participants in the educational process to study, teach, intern, or conduct scientific activities at another higher education institution (scientific institution) within Ukraine or abroad.
7) Academic Deficiency – the presence of program learning outcomes provided for by a relevant educational program for which an education seeker has not been credited with ECTS credits in the volume specified by the curriculum of that program, upon enrollment for a shortened term of study and/or during transfer/reinstatement. The determination and the procedure for resolving academic deficiency are carried out in accordance with the regulations approved by the University's Academic Council.
8) Academic Plagiarism – the publication (partially or fully) of scientific results obtained by other persons as the results of one's own research and/or the reproduction of texts published by other authors without citation.
9) Academic Dishonesty – non-independent performance by a higher education seeker of examinations, credits, control works, term papers, individual assignments, cheating, use of prohibited educational and reference materials during assessment events, reproduction of others' published results (texts) in one's work without proper citation of the author, falsification, and fabrication of results.
10) Attestation (of education seekers) – the establishment of the compliance of the learning outcomes (scientific work) of higher education seekers with the requirements of the educational (scientific) program and/or the requirements of the single state qualification exam program.
11) Expulsion – the termination of the status of a higher education seeker and the rights of a person pursuing higher education.
12) Field of Knowledge – a broad subject area of education and science, harmonized with the International Standard Classification of Education, which includes a group of related specialties.
13) Educational Program Support Group – a group of at least three academic, pedagogical, and scientific staff members who possess educational and/or professional qualifications corresponding to the educational program, hold an academic degree and/or academic title, and are employed at the educational institution as their primary place of work.
14) Educational Process Support Group for an Educational Program – academic (pedagogical) and/or scientific staff, among whom at least 50 percent must hold an academic degree and/or academic title and be employed at their primary place of work at the appropriate level of higher education or for an educational program that involves professional qualification in professions requiring additional regulation.
15) Learning Agreement – an agreement concluded by parties participating in the educational process (including academic mobility programs): the seeker, higher education institutions (institutions/organizations), and institutions/persons who direct and pay for the studies (if the study is funded by legal entities or individuals). The agreement is signed before the start of studies and may be amended with the consent of all parties.
16) Distance Learning Form – an individualized process of acquiring education that occurs primarily through the indirect interaction of geographically separated participants in the educational process within a specialized environment functioning on the basis of modern psychological, pedagogical, and information-communication technologies.
17) Dual Education Form – a method of acquiring education for full-time students that involves workplace training at enterprises, institutions, and organizations to obtain a qualification in the volume of 25 to 60 percent of the total educational program volume. Dual education is based on a contract between the higher education institution and the employer and involves the mandatory employment of the education seeker.
18) European Credit Transfer and Accumulation System (ECTS) – a system of credit transfer and accumulation used in the European Higher Education Area for the purpose of awarding, recognizing, and confirming qualifications and educational components, and facilitating the academic mobility of higher education seekers. The system is based on determining the student workload required to achieve defined learning outcomes, measured in ECTS credits. One ECTS credit equals 30 academic hours.
19) General Competencies – competencies formed in a higher education seeker during studies under a specific educational program, which have a universal character and are important for the seeker's personal development, successful socialization, and professional growth.
20) Part-time Form of Higher Education – a way of organizing studies for higher education seekers by combining educational classes and assessment events during short-term sessions with independent mastery of the educational program between them. The duration of the period between classes and assessments cannot be less than one month.
21) Education Seekers – individuals pursuing education in any type and form.
22) Obtaining (Awarding) ECTS Credits – the University's recognition of the fact that an education seeker has mastered a specific educational component (achieved relevant competencies/learning outcomes). Assessment of the seeker is carried out in accordance with the University’s relevant regulations.
23) Individual Educational Trajectory – a personal path of realizing a seeker's potential, formed taking into account their abilities, interests, needs, motivation, and experience, based on the choice of types, forms, and pace of education, subjects of educational activity, and proposed programs, disciplines, and learning methods.
24) Individual Study Schedule – a document defining the organization of studies according to an individual study plan, for which the schedule differs from the standard one at the University.
25) Individual Study Plan – a document defining the sequence, form, and pace of mastering educational components, developed by the institution in collaboration with the seeker. It includes mandatory components and elective components chosen by the seeker.
26) Inclusive Education – a system of state-guaranteed educational services based on the principle of non-discrimination, consideration of human diversity, and effective engagement of all participants in the educational process.
27) Informal Education (Self-education) – education involving self-organized acquisition of competencies, including during daily activities related to professional, civic, or other spheres, family, or leisure.
28) Qualification – a standardized set of competencies and/or learning outcomes obtained by an individual, recognized and certified by a competent authority. Qualifications are divided into educational and professional.
29) Competence – a dynamic combination of knowledge, skills, thinking methods, attitudes, and values that determine an individual's ability to successfully socialize and perform professional or further educational activities.
30) ECTS Credit – a unit of measurement of the student workload required to achieve defined learning outcomes. One ECTS credit equals 30 hours.
31) Educational Module – a structured part of an educational program that ensures the formation of specific competencies.
32) Student Workload – time necessary to achieve specific learning outcomes, including all types of work: classroom, independent, laboratory, research, internships, and assessments.
33) Educational Classes – lectures, laboratory, practical, seminar, and individual classes; consultations.
34) Curriculum – a normative document that defines the list and volume of mandatory and elective disciplines, their sequence, forms of instruction, and the educational process schedule.
35) Educational-Methodological Complex of a Discipline (EMCD) – a set of documents and resources describing the integral educational process for a specific component (discipline/internship).
36) National Repository of Academic Texts – a state-wide distributed electronic database where academic texts are collected, stored, and systematized.
37) Biased Assessment – conscious inflation or deflation of grades for learning outcomes.
38) Non-formal Education – education usually acquired through educational programs that do not lead to state-recognized educational qualifications but may lead to professional qualifications.
39) Educational Process – intellectual and creative activity in higher education and science, aimed at transferring, acquiring, and multiplying knowledge and skills.
40) Educational Activity – activity of the University aimed at organizing and implementing the educational process.
41) Educational Service – a set of actions by an educational entity aimed at helping the education seeker achieve learning outcomes.
42) Educational (Professional, Scientific) Program – a unified complex of educational components aimed at achieving predefined learning outcomes, granting the right to receive a degree/qualification.
43) Person with Special Educational Needs – an individual requiring additional permanent or temporary support in the educational process.
44) Grade/Evaluation – a quantitative or qualitative measure used to establish the level of mastery of learning outcomes.
45) Assessment of Seekers – a formalized process of determining the level of mastery of planned learning outcomes.
46) Full-time Form of Higher Education – a way of organizing studies involving classroom work and practical training for at least 30 weeks per academic year.
47) Pedagogical Activity – intellectual and creative activity aimed at teaching, educating, and developing personal, civic, and professional competencies.
48) Transfer – changes in the rights and duties of an education seeker due to a change of institution, specialty, or form of study.
49) Credit Transfer – the process of recognizing credits awarded in another higher education institution for qualification purposes.
50) Postgraduate Education – specialized improvement of education and professional training through deepening and updating knowledge or acquiring a new specialty.
51) Quality Assurance Policy – a set of standards, regulations, and decisions adopted by the University to ensure the quality of higher education.
52) Reinstatement – restoration of the status and rights of a higher education seeker.
53) Awarding of Degree/Qualification – the act of granting a specific higher education degree upon successful completion of the program.
54) Program Competencies – key competencies that define the program's profile.
55) Program Learning Outcomes – clearly defined knowledge and skills that a seeker must demonstrate upon completing the program.
56) Quality Assurance Process – a set of procedures aimed at implementing quality assurance principles.
57) Learning Outcomes – identifiable, planned, and measurable knowledge, skills, and values demonstrated by an individual after completing a program or component.
58) Level of Education – a completed stage of education characterized by the complexity of the program and its correspondence to the National Qualifications Framework.
59) Working (Project) Group – a group of staff responsible for launching educational activities for programs at a specific level of higher education.
60) Self-plagiarism – publication of one's own previously published results as new ones.
61) Syllabus – a normative document describing the discipline, its goals, volume, requirements, and assessment criteria.
62) Internal Quality Assurance System – a system ensuring quality through monitoring, periodic review, staff professional development, and integrity measures.
63) Specialization – a component of a specialty defined by the institution.
64) Cheating – performing written work using unauthorized sources of information.
65) Standard of Higher Education – a set of requirements common to all programs within a specific level and specialty.
66) Internship – a period of gaining practical experience outside the institution as part of an educational program.
67) Structural-Logical Scheme – an algorithm for implementing an educational program to form necessary competencies.
68) Student-Centered Approach – an approach characterized by innovative teaching methods that perceive students as active participants in their own learning.
69) Degree – a higher education qualification usually awarded upon successful completion of a program.
70) Fabrication – inventing data or facts used in the educational or research process.
71) Falsification – conscious alteration or modification of existing data.
72) Professional (Subject-Specific) Competencies – competencies that define the specificity of an educational program and qualification.
73) Formal Education – education acquired through programs recognized by the state.
74) Bribery – offering or receiving benefits to gain unfair advantages in the educational process.
75) Quality of Higher Education – the correspondence of learning outcomes to the requirements set by legislation and standards.
3. Educational Process
3.1 The educational process at the University is an intellectual, creative activity in the field of higher education and science, carried out through a system of scientific-methodological and pedagogical measures, aimed at the transfer, acquisition, accumulation, and use of knowledge, skills, and other competencies by students, as well as at the formation of a harmoniously developed personality.
3.2 The interaction of the University with public administration bodies in the field of higher education of Ukraine and other organizations is carried out based on the principles of democracy and other universal human values.
3.3 The goal of the educational process at the University is to train competent, highly qualified, and competitive specialists in the national and international labor markets for the aerospace and other industries and types of economic activity.
The educational process at the University is organized taking into account the available scientific-pedagogical potential, educational-methodological, scientific, and material-technical base, using the capabilities of modern innovative technologies.
3.4 The educational process by levels of higher education is carried out taking into account the mechanisms and procedures recognized in the European Higher Education Area (hereinafter – EHEA) and recommended by the European Credit Transfer and Accumulation System (ECTS), in compliance with the requirements of standards and recommendations for quality assurance in the EHEA.
3.5 The organization of the educational process is carried out on the principles of:
− humanism, democracy, patriotism, priority of universal human spiritual values;
− independence of educational activity from any influence of political, public, and religious organizations;
− development of autonomy and self-governance of the University;
− academic freedom of participants in the educational process;
− integration of education with research work, innovation, and production activity;
− national orientation (ensuring an organic link between education and national history, culture, and traditions);
− balance of the structure and volume of specialist training, taking into account the needs of students, the interests of the state, territorial communities, and employers;
− unity and continuity of the educational process (ensuring unity of the education structure and coordination of the levels and stages of the educational process);
− ensuring the quality of educational services and efficient use of human potential, material, financial, and other resources;
− support and development of academic mobility;
− international integration of the higher education system of Ukraine into the World and European Higher Education Area (provided that the achievements and progressive traditions of the national higher school are preserved and developed);
− creation and ensuring equal conditions for access to higher education, including for persons with special educational needs;
− creation of conditions for the personal development and creative self-realization of the individual;
− student-centered learning, competence-based approach;
− implementation of the concept of lifelong learning.
3.6 Main directions of the University's activities:
– training of specialists of various levels;
– training and certification of scientific and scientific-pedagogical personnel;
– research work;
– professional development and retraining of personnel;
– cultural-educational, methodological, publishing, financial-economic, and production-commercial work;
– international educational and scientific activity.
3.7 Additional directions of the University's educational activity:
– professional development and advanced training for individuals with higher education of all levels;
– provision of secondary education services;
– provision of services for preparation for admission to vocational pre-higher and higher education programs for citizens of Ukraine and other countries.
3.8 Main tasks of the educational process at the University:
− development of academic policy based on the analysis of labor market needs and forecasting personnel needs in accordance with the requirements of the economy and society, taking into account the development prospects of relevant industries.
− continuation of the implementation of tiered education through the creation of an integrated continuous system of selection and training of specialists;
− implementation of high-level educational activities, which ensures that individuals obtain higher education of the appropriate level in selected specialties;
− implementation of educational activities according to educational programs built using a competence-based approach and individual curricula developed on their basis;
− integration of the University with educational institutions of various types and scientific establishments;
− implementation of innovative methodological and pedagogical technologies aimed at increasing the efficiency of transfer, acquisition, accumulation, and use of knowledge, skills, and other competencies by students;
− ensuring organic combination of educational, scientific, and innovation activities in the educational process;
− individualization and differentiation of learning for gifted youth, creation of new opportunities for students through planning and implementation of an individual educational trajectory;
− ensuring independent and objective certification of students and assisting them in acquiring professional qualifications;
− creation of necessary conditions for the realization of the abilities and talents of the participants in the educational process;
− preservation and enhancement of moral, cultural, patriotic, and scientific values and achievements of society;
− guaranteeing equality and access to University educational programs for those groups of individuals who need special support for the realization of their educational potential (support is needed for personal, social, cultural, or economic circumstances);
− involvement of the entire academic community of the University and employers in ensuring the educational activity of the University, as well as in measures to ensure the quality of educational programs;
− active involvement of leading scientists in the educational and research work.
3.9 Scientific and innovation activity is an integral and priority component of the University's activity. Integration of scientific, educational, and production activities facilitates the implementation of modern scientific and technological achievements into the educational process, constant improvement of the qualifications of scientific-pedagogical and scientific staff, increasing the level of professional training of specialists, and ensuring the competitiveness of the University in the market of educational and research services.
3.10 The University carries out educational activities according to educational programs developed on the basis of higher education standards or the requirements of the National Qualifications Framework of Ukraine. Educational programs are implemented, modernized, and updated in accordance with the Regulations "On the Development and Modernization of Educational Programs".
3.11 Immediate management of an educational program by levels of higher education is carried out by the guarantor (head) (hereinafter – the guarantor) of the educational program, who is appointed by the rector's order. One scientific-pedagogical worker can be a guarantor of only one educational program in accordance with the principles of academic integrity. The guarantor of the educational program bears personal responsibility for ensuring the quality of learning under the educational program. The guarantor of the educational program is obliged to constantly monitor the compliance of the program with the standards of higher education of Ukraine, the interests of key stakeholders, and the achievement of planned learning outcomes, as well as to provide information to the University management regarding its competitiveness in the market of educational services. Based on the results of monitoring the educational program, the guarantor of the educational program, if necessary, must initiate the process of adjusting the program or the learning process under the program.
To ensure the quality of teaching and learning under an educational program, an educational program support group is formed, which includes scientific-pedagogical workers (usually from members of the working group that developed the program draft), representatives of higher education students, and employers (by consent).
3.12 Higher education standards for each specialty are developed by the Ministry of Education and Science of Ukraine, taking into account the proposals of sectoral state bodies to which higher education institutions belong and sectoral associations of employers' organizations, and are approved in coordination with the National Agency for Higher Education Quality Assurance.
Higher education standards are developed for each level of higher education within each specialty in accordance with the National Qualifications Framework and are used to define and evaluate the quality of the content and results of the educational activities of higher education institutions.
3.13 The higher education standard defines the following requirements for an educational program:
– the volume of ECTS credits required to obtain the corresponding degree of higher education;
– requirements for the education level of persons who can start studying under this program and their learning outcomes;
– a list of mandatory graduate competencies;
– normative content of the training of higher education students, formulated in terms of learning outcomes;
– forms of certification of higher education students;
– requirements for creating interdisciplinary educational training programs by field of knowledge, two fields of knowledge/specialties;
– requirements of professional standards (if any).
One of the main components of an educational program is the structural-logical scheme, which is provided in the form of a logical sequence of studying educational disciplines and their connections with each other.
3.14 Participants in the educational process at the University are:
– scientific, pedagogical, and scientific-pedagogical staff;
– higher education students and other persons studying at the University;
– practitioners involved in the educational process under relevant educational-professional programs;
– other University staff.
3.15 The University carries out the training and retraining of specialists with higher education under relevant educational-professional and educational-scientific programs at the following levels of higher education:
– first (Bachelor’s) with a study period of 3 years and 10 months (2 years and 10 months for the shortened form);
– second (Master’s) with a study period of 1 year and 4 months for educational-professional programs, and 1 year and 9 months for educational-scientific programs;
– third (educational-scientific) with a study period of 4 years, of which the educational component is 2 years.
3.16 Obtaining higher education at each of its levels involves the student's successful completion of the relevant educational (educational-professional or educational-scientific) program and passing the certification, which is the basis for awarding the relevant higher education degree:
– Bachelor;
– Master;
– Doctor of Philosophy.
3.17 Postgraduate education and professional development of personnel at the University.
Postgraduate education consists of obtaining a second (subsequent) higher education – obtaining a Bachelor’s (Master’s) degree in another specialty based on previously obtained higher education of at least a Bachelor’s degree level and practical experience.
Postgraduate education consists of obtaining a second or subsequent higher education – obtaining a Bachelor’s, Master’s, or Doctor of Philosophy degree in another specialty based on previously obtained higher education of at least a Bachelor’s degree level and practical experience.
If training is carried out on the basis of organizations and enterprises, the content of educational programs is determined by a contract between the customer and the University.
Based on the results of mastering educational programs, the corresponding certification is conducted, and a standard-format document is issued.
The organization of postgraduate education is regulated by relevant regulations.
3.18 Relevant structural units are responsible for the organization of the educational process at the University.
3.18.1 Structural units of the University are established in accordance with the current legislation of Ukraine and the main tasks of the University’s activity, and operate according to separate regulations approved by the Academic Council and enacted by orders of the University Rector.
3.18.2 The main structural units of the University that directly participate in the organization of the educational process are:
– departments (kafedry);
– faculties.
3.18.3 Department (Kafedra) is a basic structural unit of the University that conducts educational, methodological, and/or scientific activities in a specific specialty (specialization) or interdisciplinary group of specialties. A department includes at least five scientific-pedagogical staff members for whom the department is the primary place of work, and at least three of them hold a scientific degree or academic (honorary) title.
The main tasks and functions of the department are determined by the regulation on the department, which is approved by the University Academic Council and enacted by the Rector's order.
The department is managed by the Head of the Department in accordance with the job description approved by the University Rector.
3.18.4 Faculty is a structural unit of the University that unites at least three departments and/or laboratories and ensures the training of at least 200 full-time higher education students. A faculty is the main organizational, educational, and scientific structural unit of the University, on the basis of which the training of specialists with higher education in one or several related specialties is carried out, as well as the management of educational-methodological and research work of departments directly subordinate to the faculty, and coordination of the actions of other University departments to support the educational process at the faculty.
The main tasks and functions, as well as the organization of faculty management, are carried out in accordance with the regulation on the faculty, which is approved by the University Academic Council and enacted by the Rector's order.
The faculty is managed by the Dean of the Faculty in accordance with the job description approved by the Rector.
3.19 The status and functions of structural units, as well as the procedures of interaction between them, are determined by the University Charter, the University's organizational structure, and regulations on the respective structural units, which are approved by the University Academic Council and enacted by the Rector's order. The list of the main University regulations governing the organization and content of the educational process is provided in Appendix A.
3.20 The scope of educational training programs for relevant degrees is:
– Bachelor – 180–240 ECTS credits;
– Master – 90–120 ECTS credits;
– Doctor of Philosophy – 45 ECTS credits – the volume of the educational component determined by the standard.
When enrolling for studies with a shortened period of study, the University has the right to credit ECTS credits, the volume of which is determined by the Bachelor’s higher education standard (in the absence of a standard, not more than 120 ECTS credits).
3.21 Curriculum
3.21.1 The curriculum is developed by the guarantor of the relevant educational program.
3.21.2 The general/joint part of the curriculum for a group of related specialties is reviewed and approved at the meetings of sectoral scientific-methodological commissions (hereinafter – sectoral NMC).
3.21.3 Control over the development of curricula for Doctor of Philosophy training is carried out by the University's Postgraduate and Doctoral Studies Department.
3.21.4 The curriculum is developed for the entire normative study period, approved by the University Academic Council, and enacted by the Rector's order.
3.21.5 The curriculum must contain information about:
- field of knowledge;
- specialty and educational program;
- educational or educational-scientific degree;
- qualification;
- normative duration of study;
- schedule of the educational process;
- list and volume of academic disciplines in ECTS credits and academic hours, categorized by theoretical and practical training, and by blocks of mandatory and elective academic disciplines;
- sequence of studying academic disciplines and completing internships (academic semesters, courses);
- forms of academic classes and their volume, as well as the distribution of the classroom teaching time budget by specific forms of classes for each academic discipline over the entire duration of study;
- form of final semester control, certification;
– total academic time budget for the entire normative duration of study and its distribution into classroom teaching time and time allotted for independent study.
The curriculum is a part of the educational program documentation and is approved by the University Academic Council in accordance with the procedure established by the University. The University Academic Council may delegate the authority to review the curriculum for an already approved educational program to the faculty academic councils. Curricula are enacted by the relevant order of the University Rector.
The expertise of curricula before their signing is carried out by sectoral Scientific-Methodological Commissions (NMC) and the educational-methodological support group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support.
3.21.6 The structure of curricula distinguishes between mandatory and elective components.
3.21.7 The mandatory component of the curriculum for higher education programs must account for no more than 75% of the total volume (in ECTS credits) of the curriculum and include academic disciplines, qualification works (diploma theses/projects), internships, and other types of academic load for the student, aimed at achieving the learning outcomes defined by the educational program.
At the same time, the percentage of the educational program volume defined by the standard of a specific specialty of the corresponding level of higher education must be directed toward ensuring general and special (professional, subject-specific) competencies in the specialty. In the absence of a standard for a specialty of the corresponding level of higher education, this should be at least 50%. The remaining volume of the mandatory academic load is allocated for unique components of the educational program.
3.21.8 The mandatory component of the curriculum must contain all components whose mastery is provided by the educational program for the student to be awarded the corresponding qualification.
3.21.9 The elective component of the curriculum is intended to provide the student with the opportunity to deepen professional knowledge within the selected educational program and/or to acquire any additional competencies, and must account for at least 25% of the total volume of the educational program. Within the volume of the elective component, the student has the right to independently choose educational components from those offered. Through the elective component, specialized (profiled) blocks of disciplines (Minor, Major) are introduced in the curricula, including those aimed at obtaining a corresponding professional qualification (full or partial).
The formation of a program learning outcome may occur through the elective component provided that several different educational components (blocks) are offered for selection, which are aimed at achieving the same program learning outcome.
3.21.10 When forming the list of disciplines and internships in the curricula, the requirements of approved higher education standards and relevant educational programs are taken into account. Here, academic internships (traineeships) as a training cycle are included in the composition of academic disciplines. The volumes of academic disciplines must be multiples of 0.5 ECTS credits. Academic disciplines (mandatory and elective) and academic internships (traineeships) are planned in the volume of, as a rule, three or more ECTS credits, and the number of forms of control per academic year must not exceed sixteen.
3.21.11 A course work (project) that has an interdisciplinary nature may be highlighted as a separate item in the curriculum (estimated volume – one to two ECTS credits) and included in the calculation of the number of forms of control per academic year.
3.21.12 The study of all academic disciplines involves the following forms of control:
– credit (zalik);
– differentiated credit (as a rule, the completion and defense of a course work/project is assessed);
– exam.
The total number of exams cannot exceed five per examination session.
3.21.13 To complete and defend a qualification work, graduating students are allocated at least three ECTS credits in the curriculum, depending on the requirements of the educational program.
For preparation for student certification in the form of an attestation exam (comprehensive exam), no more than 1 ECTS credit is allocated.
For conducting student certification in the form of an attestation exam (comprehensive exam), no volumes of academic load for the student are established. The corresponding educational component, as a control event, is added to the mandatory part of the curriculum.
3.21.14 During the formation of the curriculum for a specific educational program for full-time education, it is planned that the classroom load should constitute from 1/3 to 2/3 of the total load volume.
3.21.15 The forms of conducting academic classes, their volume, as well as the distribution of the classroom teaching time budget by specific forms of classes for each academic discipline, are established by the guarantor of the educational program (at meetings of sectoral NMCs in cases specified in clause 3.21.2 of this Regulation).
3.21.16 The curriculum for a specific educational program for part-time (correspondence) education corresponds in content and structure to the curriculum for full-time education. The percentage reduction in the volume of classroom classes compared to the curriculum for full-time education must be proportional for all academic disciplines of the curriculum due to an increase in the number of hours for independent work. The list of mandatory educational components, their volumes in ECTS credits, the sequence of teaching, and forms of final control must coincide with the curriculum for full-time education.
3.21.17 Amendments to approved curricula are carried out after the expertise of the proposed changes for compliance with the approved educational program. Changes cannot affect program learning outcomes. When revising an educational program and making changes to it in accordance with the procedure defined in the "On Development and Modernization of Educational Programs" regulation, the curriculum with changes to this educational program is approved in accordance with clause 3.21.4 of this Regulation.
3.22 Student learning is carried out according to an individual curriculum.
3.23 An individual curriculum is usually developed for an academic year, taking into account the personal educational-professional interests and needs of the student, according to the curriculum for a specific educational program, and contains information about the list of mandatory and elective educational components, the sequence of studying academic disciplines and completing internships, the volume of academic load (all types of academic activity), types of individual assignments (course works/projects), and evaluation results (current and semester knowledge control, student certification (qualification work, attestation exam/exams).
3.23.1 The individual curriculum is drawn up for each academic year and is approved by the Faculty Dean before the start of the academic year. The individual curriculum is kept by the student and in the dean's office.
3.23.2 The student is responsible for fulfilling the individual curriculum. Failure to fulfill the individual curriculum by a student is grounds for their expulsion from the University.
3.23.3 Control over the fulfillment of the student's individual curriculum is carried out by the Faculty Dean.
3.23.4 The selection of academic disciplines for the formation of students' individual curricula is carried out in accordance with the "On Ensuring Students' Right to Choose Academic Disciplines and the Procedure for Forming a Student's Individual Curriculum" regulation in the personal accounts of the Pilot educational process support system. In the event of force majeure, the selection of academic disciplines for the formation of students' individual curricula is carried out via dean's office Google forms or by a student's personal (paper) application.
3.23.5 Dean's offices of faculties organize the students' choice of academic disciplines in the following semesters of study according to the relevant curricula:
– for full-time education – within two weeks, two months before the end of the academic semester;
– for part-time (correspondence) education – within the first week of the introductory-examination session;
– for those enrolled in the first year – within two weeks before the start of the academic semester.
3.23.6 The Educational-Analytical Department, together with the University's Dispatch Service, based on information recorded in students' personal accounts, forms academic groups for studying a specific elective academic discipline in the next academic semester within a week, calculating at least 15 people per academic group. The University's Dispatch Service makes adjustments to the schedule of classes and communicates the information to all participants in the educational process.
3.23.7 After receiving information from the analytics group of the Department of Education Quality, Analytics, and Educational-Methodological Support, faculty dean's offices provide students who chose academic disciplines around which the required number of people did not group within a week the opportunity to make a repeat selection of other elective academic disciplines for which groups have been formed, and at the end of the current week, they inform the analytics group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support for the final formation of academic groups for studying specific elective academic disciplines for the next academic semester.
3.23.8 The completion of the discipline selection procedure is the basis for clarifying the academic load and the required number of staff units for University departments.
3.24 Schedule of the educational process is a normative document of the University that defines the calendar dates for theoretical training, practical training, semester control (examination sessions), preparation of qualification works, student certification, vacations, research work, and the formatting and defense of a dissertation (for the third (educational-scientific) level). The schedule of the educational process is drawn up for the academic year and is approved by the University Rector.
3.24.1 The schedule of the educational process for full-time and distance learning modes is drawn up taking into account the following features:
– the academic year, except for graduating courses, lasts 12 months and usually begins on September 1;
– the academic year is divided into two semesters (autumn and spring), during which theoretical training ends with weeks of final and semester control (examination sessions). Academic debts are cleared during semester control and vacations;
– the total duration of theoretical training, examination sessions, and internships during the academic year (except for graduating courses) equals forty-two working weeks, excluding holiday weeks, and is usually distributed according to the following scheme: 8 + 8 teaching weeks + 1 week of final control + 3 weeks of semester control in the autumn semester and 8 + 8 teaching weeks + 1 week of final control + 3 weeks of semester control + 2 weeks of internship (for 1st–3rd year students) in the spring semester;
– the duration of vacations cannot be less than eight weeks per academic year (except for the last year of study under the corresponding educational program);
– academic, introductory, and industrial internships can be conducted both before and after summer vacations; the time of their conduct is determined by orders on internships;
– for writing and defending a qualification work, the schedule of the educational process provides for at least 4 weeks for a Bachelor’s degree and at least 8 weeks for a Master’s degree.
Additional requirements necessary for planning the educational process can be defined by the analytics group and the educational-methodological support group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support.
3.25 The schedule of the educational process for part-time (correspondence) mode of study involves learning in the following stages:
– introductory session – a period of face-to-face study during which the educational process is carried out for all types of academic classes provided by the curriculum (lectures, laboratory works, practical, seminar classes, consultations), students are introduced to the main tasks of academic disciplines, the schedule of their study, the system and criteria of assessment, receive methodological material, and general information, etc.;
– inter-sessional period – a period during which students independently master theoretical material, complete control tasks, and send them to lecturers;
– period of semester control (examination session) – a period during which students defend tasks completed in the inter-sessional period and attend semester control events.
The total duration of the semester control period (together with the introductory session) for part-time (correspondence) study is up to 30 calendar days per year for 1st–2nd year Bachelor’s students; up to 40 calendar days per year for senior years of Bachelor’s and Master’s degrees.
When organizing semester control for part-time (correspondence) study, it is taken into account that academic classes can be planned for no more than six days a week and no more than eight hours a day. At the same time, time is set aside for credits (at least two hours per credit per academic group) and exams (at least four hours per exam per academic group).
3.26 Semester curriculum
3.26.1 The semester curriculum is formed by the analytics group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support based on the approved curriculum for each educational program and is used to specify the planning of the educational process for each academic year. Formed semester plans are transferred to the dean's offices and the Dispatch Service of the educational-methodological support group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support.
3.26.2 The semester curriculum for Doctor of Philosophy training for a specific educational program is controlled by the University's Postgraduate and Doctoral Studies Department.
3.27 Syllabus of an academic discipline
3.27.1 The syllabus of an academic discipline is developed and approved in the form established at the University according to the "On the Syllabus of an Academic Discipline" regulation, based on the requirements of the corresponding educational program.
3.27.2 The syllabus of an academic discipline is developed by the lecturer teaching the discipline, or a group of lecturers from different departments (in case of teaching an academic discipline at several departments) before the start of the academic year in which it is taught. The lecturer is obliged to familiarize students with the syllabus of the academic discipline before starting the study of the discipline by placing an electronic file of the syllabus in the corresponding electronic distance course in the Mentor system.
3.27.3 The original syllabus of the academic discipline with all attachments is kept at the developer's department.
3.27.4 An electronic version of the syllabus is transferred to the educational-methodological support group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support.
3.27.5 Copies of the syllabus of the academic discipline with all attachments are kept at the graduating departments.
3.27.6 The syllabus of an academic discipline is kept until the completion of studies by the students who studied it.
3.28 For the successful organization of the educational process and ensuring the study of academic disciplines by students, an Educational-Methodological Complex of the Discipline (NMCD) is developed for each discipline.
Responsibility for its quality is placed directly on the lecturer teaching the discipline, as well as on the guarantor of the corresponding educational program. The NMCD is stored at the department, and its electronic version is placed on the University's electronic resources. Overall control over the organization of teaching disciplines is placed on the Head of the Department to which the discipline is assigned. Each element of the NMCD is developed in accordance with the requirements defined by separate regulations or other regulatory documents.
4. Organization of the educational process
4.1 Forms of obtaining education at the University:
- full-time (daytime);
- distance;
- part-time (correspondence);
- dual.
Forms of obtaining education can be combined.
4.1.1 Full-time (daytime, evening) form of education is a method of organizing the training of students that involves their direct participation in the educational process.
4.1.2 Distance form of education is an individualized process of obtaining education that occurs mainly through the indirect interaction of geographically separated participants of the educational process in a specialized environment functioning on the basis of modern psychological-pedagogical and information-communication technologies.
4.1.3 Part-time (correspondence) form of education is a method of organizing the training of students by combining full-time education during short-term sessions with independent mastery of the educational program in the intervals between them.
4.1.4 Dual form of education involves combining the training of individuals at educational institutions (or other subjects of educational activity) with training at workplaces at enterprises, institutions, and organizations to acquire a specific qualification, usually based on a contract. Features of organizing training in the dual form are determined by a separate regulation.
4.2 Forms of organization of the educational process at the University, types of academic classes, and control
4.2.1 The educational process at the University is carried out in the following forms:
- academic classes;
- independent work;
- practical training;
- scientific research work;
- control measures.
4.2.2 The main types of academic classes at the University are:
- lecture;
- laboratory class;
- practical class;
- seminar class;
- individual class;
- consultation.
The University has the right to establish other forms of the educational process and types of academic classes (training, round table, colloquium, etc.) depending on the need, by the decision of the department teaching the discipline.
4.2.3 Lecture is a logically completed, scientifically grounded, and systematized presentation of a certain scientific or scientific-methodological issue, illustrated, if necessary, by visual aids with a demonstration of experiment results. The lecture is one of the main types of academic classes and, at the same time, a teaching method at the University intended for mastering theoretical material. The lecture is designed to form students' foundations of knowledge in a specific specialty, as well as to determine the direction, main content, and character of all other types of academic classes and students' independent work in the relevant academic discipline.
A lecture is usually an element of a lecture course that covers the main theoretical material of a single or several topics of an academic discipline. The volume and content of the lecture course are determined by the requirements of the educational program and the curriculum.
Lecture classes are conducted in appropriately equipped premises — academic classrooms — for one or more groups of students, or in a distance format using multimedia equipment based on specialized web resources.
Lecture groups are usually formed from students of a certain course of one specialty. If necessary, several lecture groups can be combined or, conversely, large groups can be divided into smaller ones.
Lectures are delivered by experienced instructors, namely: professors and associate professors, as well as, in exceptional cases, other highly qualified specialists who have significant experience in scientific, scientific-methodological, and practical activities.
The lecturer must have a broad scientific outlook, sound knowledge, and practical experience in the relevant field, and be able to transfer the corresponding educational information systematically, argumentatively, and at an appropriate scientific, pedagogical, and methodological level.
The lecturer delivering a lecture course is obliged to prepare the Educational-Methodological Complex of the Discipline (NMCD) before the start of the academic year in which the teaching of the discipline is scheduled.
A lecturer delivering a lecture course for the first time may be required by the Head of the Department/guarantor of the educational program to conduct trial lectures with the participation of qualified scientific-pedagogical staff.
The lecturer is obliged to adhere to the academic discipline syllabus. The lecturer is not limited in matters of interpreting the educational material, forms, and means of presenting it to students.
The Head of the Department and the lecturer bear full responsibility for both the thorough preparation of the lecture content and the methodology and quality of its delivery.
A lecture usually consists of the following elements:
- introduction, where learning motivation, clear formulation of the lecture topic, and task setting are provided;
- presentation of individual parts of the lecture in logical sequence;
- conclusions that allow for reflecting on the lecture as a whole and highlighting the main idea;
- specific assignment for independent work;
- answers to questions.
4.2.4 Laboratory class is a type of academic class where students, under the guidance of a scientific-pedagogical staff member, independently conduct field or simulation experiments and tests for the purpose of practical verification of individual theoretical propositions of a specific academic discipline, acquire practical skills in working with laboratory equipment, computing technology, measuring apparatus, and methodology of experimental research in a specific subject area.
The volume, list of topics, and content of laboratory classes are defined in the academic discipline syllabus in accordance with the curriculum.
Laboratory classes are conducted in specially equipped educational laboratories using equipment adapted to the conditions of the educational process (laboratory models, installations, etc.). In individual cases, laboratory classes may be conducted in a real professional environment (e.g., in production, scientific laboratories, etc.).
In case of an order issued by the University to conduct the educational process using distance learning technologies, laboratory classes may be conducted in the form of laboratory-calculation assignments based on laboratory data provided by the instructor.
A laboratory class with students of one academic group (up to 30 people) is conducted by two scientific-pedagogical staff members. In case an academic group consists of fewer than 20 students, the laboratory class is conducted by one scientific-pedagogical staff member. In exceptional cases (due to health and safety requirements, limited availability of workstations, etc.), conducting laboratory classes with fewer students is permitted. Students may perform laboratory work individually or collectively.
The mandatory nature of laboratory work for a student is determined by the syllabus of the academic discipline.
A laboratory class consists of conducting current monitoring of students' preparedness to perform a specific laboratory task, completing the tasks of the class topic, preparing an individual report on the performed work, and defending it before the scientific-pedagogical staff member.
Grades received by students for performing laboratory work are considered part of the current control of the relevant academic discipline.
Conducting a laboratory class involves the following stages:
- preliminary monitoring of students' preparedness to perform a specific laboratory task;
- performance of specific tasks in accordance with the proposed topic;
- preparation of an individual report;
- evaluation of the student's work results by the instructor.
A laboratory class consists of the following stages:
- organizational — setting the goal and updating knowledge, answering questions;
- instruction, performing laboratory work;
- evaluation and documentation of observation results;
- written or oral report by the student on task completion;
- setting homework.
Scientific-pedagogical staff members assigned to conduct laboratory classes are required to consult with the lecturer before the start of the relevant semester.
4.2.5 Practical class is a type of academic class where a scientific-pedagogical staff member organizes a detailed examination by students of specific theoretical provisions of the academic discipline with the aim of expanding, deepening, and detailing the theoretical knowledge obtained by students during lectures and in the process of independent work, aimed at increasing the level of mastering the educational material, instilling skills, and developing scientific thinking and oral communication of students through individual performance of appropriately formulated tasks.
The volume, list of topics, and content of practical classes are determined by the academic discipline syllabus in accordance with the requirements of the educational program.
Practical classes are conducted in classrooms or educational laboratories equipped with the necessary technical teaching aids, computing technology, training complexes, real objects, etc.
Practical classes are conducted with students of one academic group (up to 30 people). Practical classes can also be conducted in a distance format using multimedia equipment based on specialized web resources. For certain academic disciplines, based on the specifics of their study, division of the academic group into two subgroups is allowed. In such a case, two scientific-pedagogical staff members are involved in conducting the practical class.
For the purpose of conducting a practical class, necessary methodological materials and didactic tools are prepared in advance — tests, task variants of varying complexity, and models of problem situations, which are proposed for students to solve during the class.
The instructor evaluates the quality of students' preparation for the class and their participation in solving practical tasks. Grades received by students for individual practical classes are considered part of the current control of the academic discipline.
A practical class consists of posing a general problem by the scientific-pedagogical staff member and discussing it with student participation, solving tasks with discussion and control tasks, performing control exercises, standards, working with documents, etc., as well as their verification and evaluation of the students' work results by the instructor.
A practical class consists of the following stages:
- organizational — familiarization with the topic and the class plan;
- preparation of students for performing the work;
- independent performance of tasks by students;
- analysis of students' work, summarizing, defense of practical work or homework completion, assigning tasks for independent work.
Scientific-pedagogical staff members assigned to conduct practical classes are required to consult with the lecturer before the start of the relevant semester.
4.2.6 Seminar class is a type of academic class where a scientific-pedagogical staff member organizes a discussion on topics previously defined by the academic discipline syllabus, for which students prepare theses of reports based on individually performed tasks. Seminar classes are conducted in the form of conversation, review and discussion of abstracts and reports, discussions, etc., with the aim of promoting the development of students' creative independence, deepening their interest in science and scientific research, developing a culture of speech, acquiring skills in public speaking, and participating in discussion. Seminar classes can also be conducted in a distance format using multimedia equipment based on specialized web resources.
The volume, list of topics, and content of seminar classes are determined by the academic discipline syllabus in accordance with the requirements of the educational program.
The list of topics (reports, abstracts, etc.) for discussion at a seminar class is brought to the students' attention, as a rule, during the lecture preceding the seminar class.
At each seminar class, the scientific-pedagogical staff member evaluates the abstracts and reports prepared by students, their activity in the discussion, ability to formulate and defend their position, etc.
Conducting a seminar class involves the mandatory summarization of the discussion of the topic and the evaluation of students' participation in it.
Grades received by students for seminar classes are considered part of the current control of the academic discipline.
A seminar class consists of the following stages:
- organizational — announcing the topic, goal, and tasks of the seminar, creating a working atmosphere for conducting the class, etc.;
- discussion of problems brought up for the seminar class;
- diagnostics of the correctness of students' assimilation of knowledge, summarizing, organization of students' independent work.
Scientific-pedagogical staff members assigned to conduct seminar classes are required to consult with the lecturer before the start of the relevant semester.
4.2.7 Individual class is a type of academic class conducted with individual students with the aim of increasing their level of preparation and facilitating the realization of their individual creative abilities.
Individual classes are usually conducted outside the main schedule, according to a separate timetable drawn up by the instructor and approved by the Head of the Department, taking into account the needs and capabilities of the students. Individual classes may be conducted in a distance format using multimedia equipment based on specialized web resources.
The organization and conduct of individual classes are entrusted to the most qualified instructors, taking into account the student's individual curriculum. Individual classes may cover one or several topics from one or several academic disciplines, and in exceptional cases — the full volume of topics of academic classes for a specific higher education degree.
Individual classes at junior levels are aimed primarily at the in-depth study of specific academic disciplines by students; at senior levels, individual classes have a research character and involve the direct participation of students in carrying out scientific research and other creative tasks.
The types of individual academic classes, their volume, and the forms and methods of conducting them are determined by the instructor in coordination with the guarantor of the educational program and approved by the Head of the Department.
4.2.8 Consultation is a type of academic class where a student receives answers from a scientific-pedagogical staff member to specific questions or explanations of certain theoretical provisions and aspects of their practical application, or acquires/develops certain competencies required by the educational program under which they are studying.
A consultation may be individual or conducted for a group (cohort) of students, depending on whether the scientific-pedagogical staff member is consulting students on issues related to the completion of individual assignments (course work, diploma design, calculation and graphic works, abstracts, etc.), or on theoretical issues of the academic discipline or certain aspects of their practical application. Consultations may also be conducted in a distance format using multimedia equipment based on specialized web resources.
The time allotted to scientific-pedagogical staff members for conducting consultations on a specific discipline is determined by the Head of the Department/guarantor of the educational program in accordance with the norms of the Regulations "Time Norms for Planning and Accounting for the Work of Scientific-Pedagogical Staff" and "Time Norms for Planning and Accounting for the Work of Scientific-Pedagogical Staff in Distance Learning Conditions."
Consultations are conducted by instructors who teach the relevant academic discipline. Consultations are conducted throughout the semester, during semester control, and during vacations according to a corresponding schedule. The schedule is developed at the department and coordinated with the dispatch service of the educational-methodological support group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support. The consultation schedule may be developed by the dispatch service of the educational-methodological support group of the University's Department of Education Quality, Analytics, and Educational-Methodological Support.
4.2.9 Independent work is one of the main forms of organizing the educational process, during which a student independently acquires or deepens relevant knowledge, skills, and abilities provided by the expected program learning outcomes for a specific component of the educational program. The volume and content of independent work are determined by the educational program, curriculum, and academic discipline syllabus, methodological materials, tasks, instructions, etc.
Independent work on mastering educational material for a specific academic discipline is performed by the student at "home," as well as in the library, educational laboratories, University computer labs, and other institutions.
When organizing a student's independent work using complex equipment or machinery, or complex information access systems (computer databases, computer-aided design systems, etc.), the possibility of receiving the necessary consultation or assistance from a specialist is provided.
A student's independent work is supported by a system of educational-methodological tools intended for studying a specific academic discipline or a separate topic: textbooks, manuals, methodological materials, lecture courses, practical guides, educational-laboratory equipment, electronic computing equipment, etc.
Methodological materials for a student's independent work must provide the opportunity for self-monitoring by the student (self-monitoring tools — tests, sets of control tasks, etc.).
Relevant scientific and professional monographic and periodic literature is also recommended for a student's independent work.
The results of independent work are not specifically graded but are assessed during the diagnosis of knowledge in the academic discipline.
The relevant departments and subdivisions of the University must create all conditions necessary for the student's successful independent study, as well as provide them with the necessary methodological tools (educational literature, laboratory equipment and machinery, electronic computing equipment, etc.).
Independent work is carried out according to methodological recommendations developed by the relevant department.
4.2.10 Scientific research work is a form of organizing the scientific and research work of students, during which they are engaged in active independent (or under the guidance of an instructor) scientific research activity for the formation of a scientific outlook, the development of research skills, and the acquisition of skills for creative problem-solving; it is a form of assisting young researchers in mastering the methodology and methods of scientific inquiry.
Students' scientific research work at the University takes place in three main areas:
- scientific research work in the educational process;
- scientific research work of students during extracurricular time;
- scientific-organizational events — conferences, contests, Olympiads, etc.
Scientific research work during the study of academic disciplines is performed under conditions of an optimal balance between reproductive and creative tasks, individual and collective forms of organizing the learning process, and the maximum saturation of classes with situations of joint creative activity.
Scientific research work of students during extracurricular time is an effective means of objectively identifying gifted student youth, realizing their creative abilities, stimulating the need for the creative mastery of knowledge, and activating educational and cognitive activity.
4.2.11 Individual assignment is one of the forms of organizing the educational process at the University, the purpose of which is to deepen, generalize, and consolidate the knowledge that students receive in the process of learning, as well as to apply this knowledge in practice.
The content of an individual assignment is a completed theoretical or practical work within the scope of an educational component, which is performed on the basis of knowledge, skills, and abilities acquired during lectures, seminars, practical, and laboratory classes, and covers several topics or the entire academic discipline. Individual assignments include abstracts, calculation, graphic, course, and qualification works, dissertations, etc.
Methodological materials (recommendations, instructions, etc.) regarding the completion of an individual assignment are developed by the departments.
Individual assignments are performed by the student independently under the guidance of instructors. Usually, individual assignments are performed separately by each student. In cases where the tasks are of a complex nature, several students may be involved in their completion, including those studying at different faculties and in different specialties.
Individual assignments at the University are completed within the timeframes stipulated by the curriculum and the schedule of the educational process or the syllabus of the relevant academic discipline. An individual assignment for a specific academic discipline is a structural component of the academic discipline. An individual assignment is evaluated according to the criteria defined in the academic discipline syllabus.
4.2.11.1 Course work (project) is a type of individual assignment of a research, creative, or design-engineering nature, the purpose of which is to apply knowledge from one or more academic disciplines in solving a specific professional task and to acquire the skill to work independently with educational and scientific literature, electronic computing equipment, and laboratory equipment using modern information tools and technologies.
The specific number of course works (projects) is determined by the educational program for a specific specialty.
The execution of a course work is usually limited to theoretical issues or experimental research.
The scope of a course project is usually larger than that of a course work.
The execution of a course project is usually oriented toward the design and justification of a technical solution based on it, and involves performing design developments, technological calculations, graphic parts, etc.
For first-year students pursuing a Bachelor’s degree, course works (projects) are not planned.
The topics of course works (projects), determined by the department in coordination with the guarantors of educational programs, must correspond to the requirements and focus of the educational programs, be relevant, and be closely related to solving practical professional tasks.
The discussion of topics for course works (projects) and the appointment of their supervisors is carried out at a department meeting before the start of the relevant academic year.
A student may select a topic for a work (project) from the list proposed by the department. A student may also propose their own topic for a course work (project); the decision on its approval is made by the instructor in coordination with the guarantor of the educational program/Head of the Department.
Course works (projects) are performed under the guidance of qualified scientific-pedagogical staff.
A course work (project) is evaluated based on the results of a defense before a commission consisting of two to three scientific-pedagogical staff members of the department (the composition of the commission is determined by the Head of the Department), including the supervisor of the course work (project), before the start of the semester control.
Course works (projects) that have theoretical and practical value are, by decision of the department, submitted to student scientific work competitions and proposed for implementation.
Course works (projects) are kept at the department for one year, after which they are subject to destruction.
4.2.11.2 Qualification work is a generalized name for a piece of work on the basis of which a student's attestation is conducted for the purpose of identifying theoretical and practical knowledge, and the ability to apply it in the process of solving specific scientific, technical, economic, social, and industrial tasks. A qualification work can be performed in the form of a diploma work, a diploma project, a dissertation, etc., and in its essence, it is an individual assignment of a research, organizational, technical, creative, or design-engineering nature, which a student performs at the final stage of study.
The topics of qualification works are determined by the guarantor of the educational program/Head of the graduating department, taking into account current scientific and practical issues in the relevant field.
A student is granted the right to choose a topic for a qualification work defined by the graduating department or to propose their own with a justification of the feasibility of its development. In such cases, preference is given to topics that are directly related to the place of the graduate's future professional activity.
Requirements for the content and the procedure for performing the qualification work are determined in the relevant methodological materials of the graduating department (recommendations, instructions, etc.).
The most qualified scientific-pedagogical staff members of the department are appointed as supervisors of qualification works.
The procedure for defending qualification works is defined in the Regulation "On the Creation and Organization of the Work of the Examination (Attestation) Commission."
After their defense, graduating departments transfer qualification works to the University library, where they are stored for five years, after which they are subject to destruction.
4.2.12 Student practical training is a form of organizing the educational process which is a mandatory component of the educational program for obtaining a certain degree of higher education.
The purpose of practical training for a student is to generalize obtained theoretical and practical knowledge, and to acquire professional skills and abilities that form specialists with higher education of a corresponding degree and contribute to improving the quality of specialist training.
A student carries out practical training by undergoing academic practice or internships at enterprises, institutions, and organizations, or in structural subdivisions of the University that provide practical training.
Practical training for a student must be continuous and consistent throughout their studies, which contributes to the consolidation of relevant competencies for future specialists.
The types, scope, and duration of academic practice and internships at the University are determined in the curriculum for a specific educational program. Practice syllabi are developed for all types of practical training (internships).
Practical training (pre-diploma/pre-attestation practice, practical/scientific-practical training, industrial practice, internship) before a student's attestation is directly related to future professional activity.
The organization of practical training at the University is regulated by this Regulation and relevant regulatory acts.
Educational-methodological management of practical training, and the fulfillment of the academic practice and internship program are ensured by the relevant departments.
General organization of academic practice and student internships, as well as control over their conduct, are carried out by responsible persons/supervisors of academic practices in accordance with orders on practice (internships).
Experienced University instructors and specialists working at the enterprise, organization, or institution where the academic practice or internship takes place are involved in supervising students' academic practice.
4.2.13 Control measures are a form of organizing the educational process, which is a necessary element of feedback in the learning process.
Control measures are conducted for the purpose of establishing the level of a student's assimilation of theoretical material and the acquisition of practical skills provided by the syllabi of academic disciplines taught at the University.
All types of control measures and the organization of the knowledge assessment process for students are defined in the Regulation "On Rating Assessment of Student Achievements in Educational Components."
4.2.14 Within the framework of education quality analysis for each educational program, separate control measures (SCM) are conducted annually:
- surveys of students at the end of the autumn semester;
- analysis of academic performance indicators, taking into account the volume of each educational component (the number of ECTS credits allocated to the discipline) at the time of completion of the final control week.
The obtained SCM results are used by the guarantor of the educational program during the monitoring and analysis of the quality of teaching and learning for the educational program as a feedback tool, as well as for forecasting the competitiveness of the educational program's graduates in the labor market, taking into account trends in the development of science and the specialty, the sectoral and regional context, and the educational program itself in the market of educational services.
4.2.15 Attestation of students
Attestation of persons pursuing a Bachelor's or Master's degree is carried out by an examination commission, which may include representatives of employers and their associations.
Based on the decision of the examination commission, a person who has successfully completed the relevant educational program at a certain level of higher education and passed the attestation is awarded the corresponding higher education degree and qualification, and is issued a document of higher education.
The form of attestation for a higher education student is determined by the educational program and is reflected in the relevant curriculum.
The tasks, formation procedure, organization, and regulations for the work of examination commissions at the University are defined in the Regulation "On the Creation and Organization of the Work of the Examination (Attestation) Commission."
Attestation of students for the degree of Doctor of Philosophy is regulated by relevant normative documents.
4.2.16 Education documents
A document of higher education (scientific degree) is issued to a person who has successfully completed the relevant educational (educational-professional, educational-scientific) program and passed the attestation.
In accordance with the higher education degrees obtained, the University issues diplomas of:
- Bachelor;
- Master;
- Doctor of Philosophy.
The University may issue other types of education documents in the established manner, as provided by legislation and individual agreements on the provision of educational services.
Requirements for the form and content of diplomas are determined by the Law of Ukraine "On Higher Education," the Cabinet of Ministers of Ukraine, and the Ministry of Education and Science of Ukraine. Samples of higher education documents are published on the official University website.
An integral part of Bachelor, Master, and Doctor of Philosophy diplomas is the European-style Diploma Supplement, which contains structured information about the completed studies. The diploma supplement includes information about the student's learning results, consisting of information about the names of disciplines, grades received, and the number of ECTS credits earned, as well as information about the national higher education system of Ukraine.
The University issues a higher education document only for an accredited educational program.
Diplomas for persons studying under the state order are produced by the University and issued at the expense of the state budget. For persons studying at the expense of individuals or legal entities, the cost of higher education documents is included in the tuition fee.
Information about issued diplomas is entered into the Unified State Electronic Database on Education.
4.2.17 Issuance of duplicates of education documents
In the event of the loss, destruction, or damage to an education document, the University issues its duplicate, the content of which corresponds to the previously issued education document according to the form valid at the time of issuance. The duplicate is produced at the expense of the person receiving it.
The production and issuance of a duplicate education document are carried out by the rector's order based on the personal application of the qualification holder regarding the loss of the education document (with information on the name of the document, the name of the educational institution, the date of graduation, the reason for the loss, contact information, etc.) and an archival certificate. The application for a duplicate must be accompanied by:
- a copy of an identity document;
- a copy of the taxpayer registration card;
- consent to the collection and processing of personal data;
- a copy of the passport for traveling abroad (if available);
- a copy of the previous education document;
- a copy of the lost, destroyed, or damaged education document (if available);
- a copy of the marriage or divorce certificate, or certificate of name, surname, or patronymic change (if necessary).
4.2.18 Academic certificate
A person expelled from the University before completing the educational program receives an academic certificate containing information about the educational program, disciplines studied, completed course works/projects and practice reports, grades received, and the number of ECTS credits earned.
The procedure for the production, issuance, and accounting of the academic certificate, and requirements for its form and/or content are approved by the Ministry of Education and Science of Ukraine.
4.2.19 Cancellation of education documents
An incorrectly issued education document must be canceled, withdrawn, and, if necessary, replaced.
The basis for the decision to cancel an issued education document is an act drawn up in the established manner regarding the incorrect production and/or issuance of the education document or an established fact of a violation of academic integrity.
The authority to make a decision on the cancellation of an issued education document belongs to the Rector of the University.
4.3 Access to higher education, admission, expulsion, interruption of studies, reinstatement, and transfer of higher education students
4.3.1 Admission to the University is carried out on a competitive basis in accordance with the Admission Rules of the National Aerospace University "Kharkiv Aviation Institute."
4.3.1.1 Admission rules are developed in accordance with the Procedure for admission to study for higher education, approved by the Ministry of Education and Science of Ukraine, reviewed and approved by the Academic Council of the University, and published on the official website of the University.
4.3.1.2 The basis for enrolling a person in the University is the decision of the Admissions Committee, made based on the applicant's fulfillment of the requirements of the Admission Rules to the National Aerospace University "Kharkiv Aviation Institute" and the conclusion of an education agreement between the University and the applicant (with the participation of parents or legal representatives for minor applicants), in which the rights and obligations of the parties may be detailed in accordance with the standard form approved by the Cabinet of Ministers of Ukraine.
4.3.1.3 In the case of enrollment for study at the expense of individuals (legal entities), an additional agreement is concluded between the University and the individual (legal entity) ordering the paid educational service for themselves or for another person, assuming financial obligations for its payment.
4.3.2 Expulsion of higher education students
4.3.2.1 The grounds for the expulsion of a higher education student in accordance with Part 1 of Article 46 of the Law of Ukraine "On Higher Education" and Part 6 of Article 42 of the Law of Ukraine "On Education" are:
- completion of studies under the relevant educational (educational-professional, educational-scientific) program;
- own request (voluntary withdrawal);
- transfer to another higher education institution;
- failure to fulfill the individual curriculum;
- violation of the terms of the agreement (contract) concluded between the University and the student or the individual (legal entity) paying for such training;
- other cases provided by law.
4.3.2.2 The list of circumstances considered as failure to fulfill the individual curriculum is determined by this regulation in compliance with the following set of requirements:
- establishment of the fact of failure to fulfill the individual curriculum based on the results of final control or student attestation;
- establishment of the fact (in case of receiving an unsatisfactory result of final control for a corresponding educational component) of receiving an unsatisfactory grade based on the results of retaking the final control or the student's failure to use their right within the established deadline to retake the final control;
- establishment of the fact (when improving results of final control for a corresponding educational component) of receiving an unsatisfactory grade based on the results of retaking the final control or the student's failure to use their right within the established deadline to exercise the opportunity to retake the final control;
- establishment of the fact of a justified rejection of the student's complaint upon submission of an appeal or the student's failure to use their right to file an appeal in the procedure established by the University;
- establishment of the fact of failure to fulfill the individual curriculum due to force majeure circumstances, as determined by a University commission created with the participation of representatives of student self-governance bodies. Based on this fact, a student may be expelled before the end of the final control period of the current academic term or before the deadline for the start of student attestation.
4.3.2.3 In the event of the expulsion of a student from among those studying on state (regional) quota places on grounds provided for by the Procedure for reimbursement of state or local budget funds spent on payment for specialist training services, approved by Resolution of the Cabinet of Ministers of Ukraine No. 658 of August 26, 2015, or the Procedure for appointment and payment of scholarships, approved by Resolution of the Cabinet of Ministers of Ukraine No. 882 of July 12, 2004, the consequence is the termination of the right for such person to continue studies under the state (regional) quota.
Continuation of studies by such a student may be carried out upon their application by transferring to study at the expense of individuals (legal entities). In case of failure to submit such an application to the Dean's office of the University within 10 (ten) working days from the moment of establishing the fact of expulsion from state (regional) quota places, the student is expelled for violating the terms of the education agreement at the University, concluded in accordance with part sixteen of article 44 of the Law of Ukraine "On Higher Education".
4.3.2.4 A person expelled from the University in the order determined by this regulation (except for expulsion in connection with the completion of studies under the relevant educational program, as well as in the case where the person has not started classes) is issued an academic certificate of the established form, which contains information about the learning results, names of disciplines, grades received, and the number of ECTS credits earned.
4.3.2.5 Expulsion is carried out on the basis of an order by the Rector of the University.
Within 5 (five) working days from the date of issuance of the expulsion order, the administrators of the Unified State Electronic Database on Education (USEDE) for the University faculties shall enter the corresponding changes into the USEDE.
4.3.3 Interruption of studies for higher education students
4.3.3.1 Interruption of studies for University students is carried out by granting them academic leave. Such persons are not expelled from the list of higher education students.
The education agreement between the applicant and the University, as well as between the University and the individual (legal entity) ordering the paid educational service for themselves or another person while assuming financial obligations for its payment, concluded in accordance with part sixteen of Article 44 of the Law of Ukraine "On Higher Education," is suspended for the duration of the academic leave.
4.3.3.2 Academic leave may be granted for the following reasons:
- for medical reasons that make it impossible to combine rehabilitation treatment with study (in the case of reduced work capacity due to impaired bodily functions caused by acute illnesses, requiring long-term rehabilitation treatment); exacerbation of chronic diseases or frequent illnesses (more than one month during a half-year); anatomical defects that make it impossible to conduct rehabilitation treatment during studies;
- in connection with participation in an academic mobility program, when studying or completing an internship at an educational or scientific institution (including in a foreign state) makes it impossible for the academic mobility participant to fulfill the individual curriculum at their primary place of study;
- in connection with being called up for military service (conscription for military service during mobilization, for a special period, conscription for compulsory military service, enlistment for military service by conscription of officers, enlistment for military service under contract in accordance with legislation);
- in connection with a long-term official business trip of a student who combines study with work;
- in connection with family circumstances – a break in studies granted to a student on the basis of their motivated application for a period of no more than one year for the entire period of study at the relevant level of higher education;
- in connection with pregnancy and childbirth; childcare until the child reaches the age of three;
- if the student's child, according to a medical report, requires home care until the child reaches the age of six, sixteen, or eighteen in cases established by point 3 of part one of Article 25 of the Law of Ukraine "On Vacations," but this cannot exceed the duration of social leave granted in accordance with the Law of Ukraine "On Vacations." At the student's request, it may be granted for a period shorter than such social leave;
4.3.3.3 Academic leave is granted by order of the University Rector, which specifies the reason, the basis for granting, and the duration, including a reference to the duration of the leave established by legislation (if necessary).
4.3.3.4 To be granted academic leave, students apply to the University Rector with an application in paper or electronic form, in which they specify the reason, the term of the academic leave, and the basis.
The following must be attached to the application in accordance with point 4.3.3.2:
- medical documents on the basis of which the need for academic leave for medical reasons is determined. Academic leave for medical reasons for international students may be granted on the basis of a legalized (except in cases provided for by international treaties, the consent to be bound by which has been given in the manner prescribed by law) medical certificate obtained in a foreign state, which is submitted to the University along with a notarized translation into Ukrainian.
- documents certifying the student's participation in an academic mobility program implemented in accordance with the law;
- a supporting document from the student's workplace regarding a long-term official business trip, indicating its duration;
- documents that can confirm the circumstances stated in the motivated application for academic leave (if available);
- one of the documents: a sick leave certificate due to pregnancy and childbirth; a child's birth certificate;
- a medical report stating that the child requires home care (until the age of six, sixteen, or eighteen in cases established by point 3 of part one of Article 25 of the Law of Ukraine "On Vacations"), or another document that serves as a basis for granting academic leave for family circumstances.
4.3.3.5 Upon completion of the study interruption period granted to the student in the order determined by this Regulation, the person may be reinstated in their studies by being admitted to the educational process.
4.3.3.6 Admission to the educational process for students whose study interruption period has expired is carried out by order of the University Rector based on the student's application, submitted in written or electronic form no later than five days before the end of the academic leave period.
Students who fail to submit documents for admission to the educational process or for the extension of the academic leave period within the time limit specified in this clause shall be expelled from the University for violating the terms of the education agreement.
4.3.3.7 Disputes regarding the granting or extension of an academic leave, or the admission of a student to the educational process, are reviewed by the University with the participation of student self-governance bodies or the scientific society of students, graduate students, doctoral students, and young scientists in the order determined by the University, or in a judicial proceeding.
4.3.4 Reinstatement of higher education students
4.3.4.1 Persons expelled before completing their studies under a specific educational program may be reinstated to study at the expense of individuals (legal entities) based on a personal application submitted to the University.
An application for reinstatement is reviewed by the University within 5 (five) working days, after which the applicant must be informed in writing (including via electronic mail) about the timelines, procedure, and conditions of reinstatement, or about the reason for refusal.
4.3.4.2 A student expelled from the University before completing the relevant educational program has the right to be reinstated within the University's licensed capacity regardless of the reasons for expulsion, the duration of the break in studies, the form of study, the educational program, the source of funding, the form of ownership and sphere of management of the University, as well as the positive assessment of learning results obtained by the person during previous study periods, the person's ability to successfully fulfill the relevant educational program, and usually during vacation periods.
4.3.4.3 Reinstatement is carried out provided that the requirements for applicants for the relevant educational program are met in accordance with the procedure established by law, but no later than the date of admission to attestation for higher education students in accordance with part sixteen of Article 44 of the Law of Ukraine "On Higher Education." The procedure for establishing a person's ability to fulfill the requirements of the educational program after reinstatement is provided in Appendix A of this Regulation.
A person may be refused reinstatement if a negative assessment of their ability to successfully fulfill the relevant educational program is established. Assessment is carried out in the order provided for by this Regulation.
4.3.4.4 Reinstatement in an educational program in a specialty required for access to professions for which additional regulation has been introduced is carried out if the person studied in the same specialty prior to expulsion.
4.3.4.5 Reinstatement to the first year of study on the basis of complete general (specialized) secondary education is prohibited.
Reinstatement to the second year of study on the basis of complete general (specialized) secondary education for persons expelled from the first year is possible, provided they have fully fulfilled the requirements of the first-year curriculum of the relevant educational program before the start of classes.
4.3.4.6 Reinstatement may be carried out in educational programs of the same level of higher education for the same or a lower year of study, or in educational programs of a lower level of higher education for the same or a different form of study.
4.3.4.7 Upon reinstatement to an educational program in a different specialty at the same or another higher education institution, as well as upon reinstatement from a foreign higher education institution regardless of the specialty, it is mandatory to fulfill the requirements for applicants for the relevant educational program established in the year the cohort of students began their studies at the corresponding level of education to which the person is joining, or in one of the subsequent years, but no later than the year the person submits the reinstatement application.
4.3.4.8 The procedure for recognizing results of previous learning, ECTS credits, transferring educational components, fulfilling the individual scientific work plan, and other conditions for reinstatement (hereinafter – reinstatement conditions) are determined by this Regulation.
Mandatory conditions for reinstatement include:
- fulfillment of uncredited educational components of the curriculum from previous study periods either beforehand or within six months after reinstatement (the volume of uncredited educational components on the date of reinstatement may not exceed 20 ECTS credits);
- inclusion of mandatory educational components defined by the University's educational program for previous study periods and/or the volume of elective educational components provided for by it (if any) into the student's individual curriculum;
- passing the stages of student attestation provided by law (if applicable).
4.3.4.9 Crediting of mandatory educational components (individual scientific work plan) or their components is carried out in accordance with the University Regulation "On the procedure for transferring academic disciplines and determining academic difference," provided that during previous periods of study, the person achieved the learning outcomes provided for by the educational program or analogous results. In particular, upon the student's application, elective educational components from previous studies that cannot be credited as mandatory may be transferred.
4.3.4.10 Persons reinstated to study after fulfilling the requirements for applicants to the relevant educational program under the state (regional) quota and the conditions for reinstatement may be transferred to study at vacant state (regional) quota places in the order established by legislation and the University.
In the event of the University's reorganization, the reinstatement of persons who studied at state (regional) quota places is carried out with the preservation of the funding source.
4.3.4.11 Persons who pursued higher education under the state (regional) quota and who were granted academic leave in the established order, as well as persons for whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established in accordance with the Law of Ukraine "On social and legal protection of persons for whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established and members of their families," are reinstated at the University for educational programs in the same specialty at state (regional) quota places after their release.
4.3.4.12 Combat veterans and persons with disabilities due to war are, upon their application, reinstated for study in educational programs in the same specialty at state (regional) quota places regardless of the funding source for their studies during previous periods (prior to expulsion), except for cases provided by law.
4.3.4.13 An order for the reinstatement of a higher education student is issued after the conclusion of an education agreement between the University and the applicant and/or the individual (legal entity) ordering the paid educational service (in the case of reinstatement at the expense of such a person) in accordance with part sixteen of Article 44 of the Law of Ukraine "On Higher Education."
4.3.4.14 Reinstatement is carried out on the basis of an order by the University Rector, coordinated with self-governance bodies.
Within 5 (five) working days from the date of issuance of the order on student reinstatement, the administrators of the Unified State Electronic Database on Education (USEDE) for the University faculties shall enter the relevant changes into the USEDE.
4.3.5 Transfer of higher education students
4.3.5.1 Higher education students may be transferred on the basis of a personal application:
- from one educational program to another;
- from one form of higher education to another;
- from one source of funding to another;
- from one higher education institution to another while maintaining the state-funded place.
Students who study at the expense of individuals (legal entities) are transferred with the consent of the person who assumed such financial obligations, with the relevant amendments made to the education agreement between the University and the individual (legal entity) ordering the paid educational service, concluded in accordance with part sixteen of Article 44 of the Law of Ukraine "On Higher Education."
4.3.5.2 The transfer of higher education students (hereinafter – transfer) is carried out to educational programs of the same level of higher education, for the same or a lower year of study, taking into account the requirements for applicants for the relevant educational program and the learning results obtained by them during previous study periods, their ability to successfully fulfill the educational program specified in the transfer application, and usually during vacation periods.
A person may be refused a transfer if a negative assessment of their ability to successfully fulfill the relevant educational program is established. Assessment is carried out in the order provided for by this Regulation.
Transfer to a lower year of study is carried out to places funded by individuals (legal entities).
4.3.5.3 Transfer within the University from one educational program to another, or from one form of higher education to another, or from one source of funding to another is carried out by order of the University Rector.
4.3.5.4 During a transfer, it is mandatory to fulfill the requirements for applicants for the relevant educational program established in the year the person began their studies at the corresponding educational level or in one of the subsequent years, but no later than the year the person submits the transfer application.
Fulfillment of requirements for applicants to the relevant educational program can be carried out before the transfer or no later than the date of admission to the attestation of higher education students. In case of failure to meet this requirement within the established deadline, the student is expelled for violating the terms of the education agreement between the University and the applicant and is not admitted to the attestation of higher education students.
4.3.5.5 The procedure for recognizing results of previous learning, ECTS credits, transferring educational components, individual scientific work plan, and other conditions for transferring students are determined by this Regulation.
Mandatory conditions for transfer include:
- fulfillment of uncredited educational components of the curriculum from previous study periods either beforehand or within six months after the transfer (the volume of uncredited educational components on the date of admission to classes may not exceed 20 ECTS credits);
- inclusion of mandatory educational components defined by the University's educational program for previous study periods and/or the volume of elective educational components provided for by it (if any) into the student's individual curriculum;
- passing the stages of student attestation provided by law (if applicable).
When transferring higher education students, the crediting of mandatory educational components or their parts is carried out in accordance with the University Regulation "On the procedure for transferring academic disciplines and determining academic difference," provided that during previous periods of study, the person achieved the learning outcomes provided for by the educational program or analogous results. In particular, upon the student's application, elective educational components from previous studies that cannot be credited as mandatory may be transferred.
4.3.5.6 An order for the transfer of a higher education student to another educational program and/or form of study, and/or funding source is issued after the conclusion of an education agreement between the University and the applicant and/or the individual (legal entity) ordering the paid educational service (in the case of transfer at the expense of such a person) in accordance with part sixteen of Article 44 of the Law of Ukraine "On Higher Education."
4.3.5.7 A higher education student who has been transferred to another educational program or form of higher education, after fulfilling the requirements for applicants to the relevant educational program for state (regional) quota places and the conditions of transfer, may be transferred on a competitive basis to a vacant state (regional) quota place in the order established by legislation and the University. The transfer of higher education students from places funded by individuals or legal entities to state (regional) quota places is carried out with the consent of the student self-governance body in the manner established by law.
4.3.5.8 The transfer of higher education students from one higher education institution to another while maintaining the state-funded place is carried out in the absence of a failure to fulfill the individual curriculum established in accordance with the requirements of clause 4.3.2.2 of this Regulation (individual curriculum and individual scientific work plan – for doctoral students), to an educational program of the same specialty (subject specialty, specialization), the same level of higher education without changing the form of higher education and the year of study. Higher education students may be transferred while maintaining the state-funded place to another higher education institution in which the state order is placed, provided by the same state customer, and such higher education institution provides training for higher education students under the state order for an educational program of the same specialty (subject specialty, specialization) and year of study.
The transfer of higher education students while maintaining the state-funded place is carried out in compliance with the maximum (general) volume of the state order in the year of admission to the first year of study for the corresponding cohort of higher education students within the relevant level of higher education, specialty, or educational program that provides for the assignment of professional qualifications in professions for which additional regulation has been introduced.
4.3.5.9 The transfer of higher education students from one higher education institution to another while maintaining the state-funded place is carried out in February and July during vacation periods. It is not permitted to transfer higher education students from one higher education institution to another while maintaining the state-funded place less than six months before the calculated date of completion of studies, except for cases provided by law.
A higher education student who wishes to transfer while maintaining the state-funded place to another higher education institution shall, during the period from January 01 to February 10 (inclusive) or from June 01 to July 10 (inclusive), submit an application (in paper or electronic form) to the head of the higher education institution at the place of study regarding the transfer from one higher education institution to another while maintaining the state-funded place and obtaining an academic transcript. Upon receiving consent, the higher education student shall contact the head of the higher education institution to which they wish to transfer with a corresponding application and attach the academic transcript.
Within 5 (five) working days, the transfer application must be reviewed at the higher education institution to which the student wishes to transfer, and the applicant must be informed about the transfer conditions or the reason for refusal.
In case of a positive decision regarding the transfer and after the student has fulfilled the transfer conditions, the head of the higher education institution to which the student is transferring issues an order allowing the student to attend classes, and sends a request for the receipt/transfer of the student's personal file to the higher education institution where they previously studied within seven working days.
The head of the higher education institution at the student's place of study, upon receiving the request from the higher education institution to which the student is transferring while maintaining the state-funded place to send the personal file, shall, within seven working days, issue an order on the expulsion of the student in connection with their transfer to another higher education institution while maintaining the state-funded place and, within ten working days after the issuance of the expulsion order, transfer or send the personal file.
The head of the higher education institution to which the student is transferring while maintaining the state-funded place, after receiving the personal file and concluding an education agreement in accordance with part sixteen of Article 44 of the Law of Ukraine "On Higher Education," shall issue an order on their transfer within seven working days.
Within 5 (five) working days from the date of issuance of the order on student transfer, the administrators of the Unified State Electronic Database on Education (USEDE) of the higher education institutions shall enter the relevant changes into the USEDE.
4.3.5.10 In case of refusal to accredit an educational program that was not accredited previously, or in case of the expiration of the certificate (decision) on the accreditation of an educational program and failure to receive a new decision on the accreditation of the educational program, higher education students studying at the expense of the state (local) budget have the right to transfer to another higher education institution in which a similar educational program within the same specialty is accredited, in order to complete their studies at the expense of the state (local) budget, in accordance with the Procedure for the transfer of higher education students studying at the expense of the state (local) budget to other higher education institutions to complete their studies at the expense of the state (local) budget, approved by Resolution of the Cabinet of Ministers of Ukraine dated November 11, 2015, No. 927.
The responsibility for resolving all issues of such student transfer rests with the head of the higher education institution where the students are currently studying.
5. Student academic time, accounting units of academic time for higher education students
5.1 The student's academic workload is determined by the volume of ECTS credits required to obtain the corresponding higher education degree under a specific educational preparation program at a certain level of higher education, and includes classroom learning, independent work, assessment activities, etc.
The accounting units of the student's academic time are the ECTS credit, academic hour, academic day, academic week, academic semester, academic year, and academic course.
5.1.1 ECTS Credit – a unit of measurement for the volume of the student's academic workload required to achieve the defined (expected) learning outcomes. The volume of one ECTS credit is 30 hours.
5.1.2 Academic Hour – the minimum accounting unit of academic time. The duration of an academic hour at the University is 45 minutes. Two academic hours form an academic pair (hereinafter – pair). A pair at the University lasts 95 minutes, including a five-minute break between half-pairs.
5.1.3 Academic Day – a component of the student's academic workload consisting of classroom work, independent work, and practical training scheduled for one calendar day. The volume of classroom work usually does not exceed four pairs.
5.1.4 Academic Week – a component of the student's academic workload that is planned and performed during a calendar week in accordance with the educational process schedule.
5.1.5 Academic Semester – a component of the student's academic workload that ends with a semester assessment. The duration of the semester is determined by the number of academic weeks in the educational process schedule.
5.1.6 Academic Course – a completed period of a student's study during an academic year. The duration of a student's stay in an academic course includes the time for academic semesters, final assessment (examination sessions, attestation), and vacations. The total duration of vacations during an academic course, except for the last one, is at least eight weeks. The beginning and end of a student's education in a certain course are formalized by enrollment orders or transfer orders. A condition for transferring a student to the next course is the fulfillment of the academic workload provided for by the educational program and the individual curriculum.
5.1.7 Academic Year – a calendar period that usually lasts 12 months (except for graduating courses), during which the student performs the corresponding part of the academic workload defined by the educational program and the curriculum. The full academic workload for one academic year for full-time, part-time, distance, and dual forms of education is 60 ECTS credits, of which:
- autumn semester – 28.5 ECTS credits for Bachelor's degree students;
- spring semester – 31.5 ECTS credits for Bachelor's degree students;
- autumn and spring semesters – 30 ECTS credits each for Master's degree students.
5.1.8 Class Schedule – a University document that ensures the full implementation of the curriculum regarding the conduct of classroom training sessions for a specific study group.
The class schedule indicates the name of the academic discipline, the academic degree and title, the surname and initials of the instructor, the classroom, and the date and time of their conduct.
The dates and times of other forms of organization of the educational process are regulated by examination schedules, schedules of examination committees' work, consultation schedules, etc.
The class schedule is compiled by the dispatch service of the educational and methodological support group of the Department of Education Quality, Analytics, and Educational and Methodological Support of the University in accordance with the educational process schedule for each specialty (specialization) and study group. Class schedules are approved by the Vice-Rector for Scientific and Pedagogical Work.
Class schedules are approved and brought to the attention of students and instructors no later than one week before the beginning of the corresponding academic semester.
Examination schedules are approved and brought to the attention of students and instructors no later than two weeks before they begin.
Changes to the class schedule may be made in exceptional cases with the permission of the Vice-Rector for Scientific and Pedagogical Work.
Control over the implementation of the class schedule during the academic semester is carried out by the leadership of the University, faculties, departments, the analytics group and the educational and methodological support group of the Department of Education Quality, Analytics, and Educational and Methodological Support, and the University's Academic Department.
The electronic version of the class schedule is mandatorily posted on the University website.
The schedule of current consultations on academic disciplines is compiled by the department, coordinated with the dispatch service of the educational and methodological support group of the Department of Education Quality, Analytics, and Educational and Methodological Support of the University, after which it is approved by the Head of the Department.
The consultation schedule and the schedule for the liquidation of academic debts during final assessment weeks are compiled by the dispatch service of the educational and methodological support group of the Department of Education Quality, Analytics, and Educational and Methodological Support of the University.
Class schedules, examination schedules, schedules of examination committees, consultation schedules, and other relevant documents are stored in the established manner.
5.1.9 Attendance at training sessions – lectures, seminars, practical, laboratory, and other classroom sessions – is mandatory for students.
It is prohibited to distract a student from participating in training sessions and assessment activities planned and approved in the relevant schedules, except for cases provided for by current legislation.
5.2 Rights of students regarding the organization of the educational process
Students have the right to:
- choose the form of education;
- safe and harmless conditions for learning, work, and living;
- employment during non-study time;
- free use of libraries, information resources, and the University's educational, scientific, and sports facilities;
- free access to learning information in accessible formats using technologies that take into account life limitations due to health conditions (for persons with special educational needs);
- provision of dormitory accommodation and 24-hour access to it for the duration of studies in the manner established by legislation;
- participation in research, experimental-design work, conferences, symposiums, exhibitions, competitions, and presentation of their work for publication;
- participation in educational, scientific, research, sports, artistic, and public activities held in Ukraine and abroad, in the manner established by legislation;
- participation in the discussion and resolution of issues concerning the improvement of the educational process, research work, scholarship assignment, organization of leisure, living conditions, and health improvement.
- submission of proposals regarding the terms and amount of tuition fees;
- participation in the activities of the University's public self-governance bodies, the University Academic Council, and student self-governance bodies;
- selection of academic disciplines within the limits provided by the relevant educational program and curriculum, in an amount of at least 25 percent of the total number of ECTS credits provided for a given level of higher education. Students at a certain level of higher education have the right to choose academic disciplines offered for other levels of higher education, subject to the approval of the head of the relevant faculty or division;
- simultaneous study under several educational programs, as well as in several higher education institutions, provided that only one higher education degree is obtained for each level at the expense of the state (local) budget;
- academic mobility, including international;
- academic leave or a break in studies while retaining certain rights of a higher education student, as well as reinstatement in studies in the order established by the central executive body in the field of education and science;
- participation in the formation of an individual curriculum;
- protection against any forms of exploitation, physical and mental violence;
- free completion of internships at enterprises, institutions, establishments, and organizations, as well as payment for labor when performing production functions in accordance with the law;
- vacation leave lasting at least eight calendar weeks per academic year;
- appealing the actions of the governing bodies of the higher education institution and their officials, pedagogical and scientific-pedagogical staff;
Students have other rights defined by Article 62 of the Law of Ukraine "On Higher Education" and other regulatory documents.
5.3 Duties of students
Persons studying at the University are obliged to:
- comply with the requirements of the legislation, the Statute, and the internal rules of the University;
- comply with occupational safety, health and safety, industrial sanitation, and fire safety requirements provided for by relevant rules and instructions;
- fulfill the requirements of the educational (educational-professional, educational-scientific) program and the individual curriculum, adhering to the principles of academic integrity, and achieve the learning outcomes defined for the corresponding level of higher education.
5.4 Adherence to academic integrity by students
Adherence to academic integrity by students involves:
- independent completion of learning tasks, current and final assessment tasks for learning results (for persons with special educational needs, this requirement is applied taking into account their individual needs and capabilities);
- citing sources of information when using ideas, developments, statements, and data;
- compliance with legislation on copyright and related rights;
- providing truthful information about the results of their own learning (scientific, creative) activities, used research methods, and sources of information.
All other definitions, requirements, procedures, and consequences that occur in case of violation of academic integrity are described in detail in the Regulation "On Academic Integrity."
5.5 Types of student liability for non-fulfillment of duties and obligations
For non-fulfillment or improper fulfillment of duties, the following types of liability are provided:
- remark;
- warning;
- reprimand;
- cancellation of assessment results;
- deprivation of academic scholarship;
- deprivation of tuition fee benefits provided by the University;
- deprivation of the right to reside in a dormitory;
- expulsion from the University (for non-fulfillment of the individual curriculum, violation of the agreement/contract, academic integrity, and in other cases provided by law);
- other types of liability approved by the University Academic Council in coordination with student self-governance bodies.
The procedure for holding students accountable is determined by the laws of Ukraine, resolutions and orders of the Cabinet of Ministers of Ukraine, regulatory acts of the Ministry of Education and Science of Ukraine, the University Statute and other regulatory acts of the University, as well as the education agreement/contract.
5.6 Incentives for academic success
For conscientious attitude toward studies, active participation in research work, and public life of the University, students may be morally and materially encouraged by:
- awarding scholarships established by the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine (including named scholarships), as well as scholarships for special academic success;
- announcement of gratitude;
- granting a monetary bonus;
- other types of encouragement in accordance with the decisions of the University Academic Council.
The basis for applying incentives to a student is significant personal achievements and/or a high ranking in the academic rating. The procedure for awarding scholarships is regulated by the Rules for Awarding Academic Scholarships at the University and the regulations on relevant scholarships.
The procedure for nomination for incentives is regulated by special acts of the University.
5.7 Employment of higher education graduates
Higher education graduates are free to choose their place of work, except for cases provided by law.
The University is not obliged to provide employment for graduates, but facilitates the realization of the right of students and graduates to work and ensures graduates' first job placement in accordance with the Regulation "On the Department for Assisting Student and Graduate Employment."
Monitoring of the employment of University graduates is carried out by the central executive body in the field of education and science.
6. Scientific and pedagogical staff
6.1 The working time for scientific and pedagogical staff is 36 hours per week.
The working time of scientific and pedagogical staff consists of time spent on educational, methodological, scientific, organizational work, and other official duties.
The recommended list of types of educational, methodological, scientific, and organizational work, as well as time standards for educational work for scientific and pedagogical staff, are provided in the Regulations "Time Standards for Planning and Accounting the Work of Scientific and Pedagogical Staff" and "Time Standards for Planning and Accounting the Work of Scientific and Pedagogical Staff in Distance Learning Conditions."
The types and volume of educational work for the academic year for scientific and pedagogical staff are established by the Head of the Department according to their positions.
The maximum educational workload per one full-time equivalent (FTE) position of a scientific and pedagogical staff member cannot exceed 600 hours per academic year. In this regard, it is recommended to assign a lecturer to conduct no more than four academic disciplines per year, and the number of lecture hours should not exceed 300 hours.
The minimum educational workload for a lecturer is set by the department, but the load should not be less than 240 hours per academic year per full-time equivalent position.
The involvement of scientific and pedagogical, scientific, and pedagogical staff in work not provided for by their employment agreement (contract) may only be carried out with their consent or in cases provided for by law.
6.2 The Individual Work Plan of a scientific and pedagogical staff member is the primary document of the lecturer, which defines their work through planning and accounting for personal work for the academic year, based on the requirements for fulfilling the educational program, the curriculum, the lecturer's job duties, and the department's work plan.
Individual work plans are approved by:
- scientific and pedagogical staff – by the Head of the Department;
- the Head of the Department within a faculty – by the Dean of the Faculty;
- the Dean of the Faculty – by the Vice-Rector for Scientific and Pedagogical Work of the University.
The form of the Individual Work Plan for scientific and pedagogical staff is approved by a University order.
A lecturer's individual work plan is reviewed at a department meeting and approved by the Head of the Department.
Each lecturer reports on the fulfillment of their individual plan at a department meeting:
- for the autumn semester – by February 1;
- for the spring semester and the academic year – by June 30.
The Head of the Department makes a conclusion regarding the fulfillment of the individual plan. The results of the fulfillment of lecturers' individual plans are documented in the minutes of the department meeting.
A scientific and pedagogical staff member who, without a valid reason, has not reported on the fulfillment of their individual plan, or regarding whose report the department has concluded that the individual plan was not fulfilled without valid reasons, is considered to be negligently performing their job duties and may be subject to disciplinary action in accordance with current legislation.
The volume of educational work assigned to a specific lecturer, in accounting hours, defines the lecturer's educational workload.
In cases of operational necessity, a lecturer may be involved in conducting training sessions beyond the mandatory volume of educational workload determined by the individual work plan within their working hours.
The lecturer's working time schedule is determined by the timetable of training sessions, examination sessions, work of examination committees, consultation schedules, and other types of work provided for by the lecturer's individual work plan.
The lecturer is obliged to comply with the established working time schedule.
It is prohibited to distract lecturers from conducting training sessions and assessment activities provided for by the relevant timetables.
6.3 Rights of scientific and pedagogical and pedagogical staff
6.3.1. Scientific and pedagogical and pedagogical staff of the University have the right to:
- academic freedom, exercised in the interests of the individual, society, and humanity as a whole;
- academic mobility for carrying out professional activities;
- protection of professional honor and dignity;
- participate in the management of the University, including electing and being elected as a delegate to the Labor Collective Assembly;
- choose teaching methods and tools that ensure high quality of the educational process;
- the provision of appropriate working conditions, professional development, and the organization of rest and living conditions established by law, the University Statute, the Collective Agreement between the administration and the labor collective, and the individual employment contract;
- free use of library and information resources, as well as services of educational, scientific, sports, and cultural-educational units of the higher education institution;
- protection of intellectual property rights;
- professional development and internships at least once every five years.
Scientific and pedagogical and pedagogical staff of the University also have other rights provided for by legislation and the University Statute.
6.3.2 All rights provided by legislation for scientific staff of research institutions apply to scientific and pedagogical staff of the University.
6.4 Duties of scientific and pedagogical and pedagogical staff
6.4.1 Scientific and pedagogical, scientific, and pedagogical staff of the University are obliged to:
- ensure the teaching of academic disciplines of relevant educational programs by specialties at a high scientific-theoretical and methodological level, and carry out scientific activities (for scientific and pedagogical staff);
- improve their professional level, pedagogical skills, and scientific qualification (for scientific and pedagogical staff);
- adhere to the norms of pedagogical ethics and morality, respect the dignity of higher education students, instill in them a love for Ukraine, and educate them in the spirit of Ukrainian patriotism and respect for the Constitution of Ukraine and the state symbols of Ukraine;
- adhere to academic integrity in the educational process and scientific (creative) activities, and ensure its observance by higher education students;
- develop the independence, initiative, and creative abilities of higher education students;
- follow internal rules, comply with the requirements and regulatory documents of the University, the University Statute, laws, and other legal acts.
6.4.2 Curators (mentors) of academic groups
The main tasks of academic group curators for students are to provide assistance in studies, scientific work, and public activities, promote the development of student self-governance, cultivate patriotism in students, develop their creative abilities, and form organizational skills, etc.
Curators are appointed by an order of the Dean of the relevant faculty at the beginning of the academic year.
Curators of academic groups are appointed primarily from among scientific and pedagogical staff who teach in those groups.
A record of the performance of curator functions is entered into the Individual Work Plan of the scientific and pedagogical staff member.
Detailed rights, duties, appointment procedures, and reporting rules for the curator of an academic student group are described in the Regulation "On the Curator of an Academic Group."
7. Management of the educational process
7.1 The Rector, Vice-Rectors, and heads of structural divisions are responsible for the quality of the educational process at the University.
7.2 The Rector of the University, within the limits of the powers granted to them:
- decides on issues of the University's educational activities and is responsible for their implementation;
- issues orders and directives on all issues concerning the organization of the educational process, which are mandatory for all heads of structural divisions and University staff;
- forms the contingent of persons studying at the University;
- enrolls, expels, transfers, and reinstates persons studying at the University;
- exercises general control over the implementation of curricula and educational programs;
- exercises control over the quality of work of scientific and pedagogical staff, the organization of the educational process and cultural activities, the state of physical education and health of students, and organizes household services for participants in the educational process and other University staff;
- performs other duties in accordance with the University Statute, the job description, and the current legislation of Ukraine.
7.3 The Academic Council of the University is a collegiate governing body, the main tasks and functions of which are defined in the Regulation "On the Academic Council of the University."
The functions of the University Academic Council regarding the management of the educational process are:
- defining the strategy and prospective directions for the development of the University's educational, scientific, and innovation activities;
- developing and submitting to the higher collegiate body of public self-governance the draft University Statute, as well as decisions on making amendments and additions to it;
- approving the financial plan and the annual financial report of the University;
- defining the system and approving the procedures for internal quality assurance of higher education;
- adopting decisions on the placement of own revenues in territorial bodies of the central executive body in the field of treasury services for budget funds or in banking institutions;
- adopting, upon the proposal of the University Rector, decisions on the creation, reorganization, and liquidation of structural divisions;
- electing by competition and secret ballot to the positions of deans, heads of departments, professors and associate professors, the library director, and heads of branches;
- approving educational programs and curricula for each level of higher education for relevant specialties;
- adopting decisions on issues concerning the organization of the educational process and defining the terms of study at the respective levels;
- approving the template and procedure for the production of its own higher education document, and the regulation on the procedure and grounds for its issuance to graduates;
- adopting the main directions for conducting scientific research and innovation activities;
- evaluating the scientific and pedagogical activities of structural divisions;
- conferring the academic titles of professor, associate professor, and senior researcher and submitting relevant decisions to the Attestation Board of the central executive body in the field of education and science for approval;
- making final decisions on the recognition of foreign documents on higher education, scientific degrees, and academic titles when hiring pedagogical, scientific, scientific and pedagogical, and other staff, as well as on the admission of applicants to study;
- submitting a proposal for the recall of the University Rector on grounds provided for by legislation, the University Statute, and the contract, which is considered by the higher collegiate body of public self-governance of the University;
- considering and resolving other issues of University activity within its powers defined by the University Statute and the relevant regulation.
8. The University's system for ensuring the quality of educational activities and the quality of higher education
8.1 The University's system for ensuring the quality of educational activities and the quality of higher education (internal quality assurance system) is established in accordance with the requirements of the Law of Ukraine "On Higher Education," regulatory documents, and recommendations developed by the National Agency for Higher Education Quality Assurance, and is regulated by the University's Regulation "On the System for Ensuring the Quality of Educational Activities and Higher Education."
8.2 To ensure compliance with the requirements of the Law of Ukraine "On Higher Education" regarding the main components of the internal quality assurance system for educational services, the University has implemented:
- definition of principles and procedures for ensuring the quality of educational services through the development, updating, publication, and implementation of relevant regulations posted on the University website at the link: https://khai.edu/ua/university/normativna-baza/;
- continuous monitoring of educational programs, consultations with employers in relevant industries, monitoring of graduate employment, development of professional standards (for certain specialties), and conducting relevant analysis, the results of which are used for periodic review and updating of educational programs and their components;
- annual evaluation of higher education students, scientific and pedagogical, and pedagogical staff of the University, and regular publication of the results of such evaluations on the official University website, on information boards, and by any other means (evaluation of scientific and pedagogical staff is carried out in accordance with the Regulation "On Rating Evaluation of the Activities of Scientific and Pedagogical Staff, Departments, and Faculties" and the Regulation "On Attestation of Scientific and Pedagogical Staff");
- a system for ensuring professional development of pedagogical, scientific, and scientific and pedagogical staff;
- continuous monitoring of the availability of necessary resources for organizing the educational process, including independent work of students, for each educational program, as well as their continuous updating;
- proprietary information systems for efficient management of the educational process (EPOS, Pilot, Mentor, Education, etc.);
- ensuring the publicity of information about educational programs, higher education degrees, and qualifications through the publication of information on the University website and other information resources;
- an effective system for preventing academic plagiarism and detecting it in the scientific works of University staff and higher education students (relevant regulations have been developed, the Turnitin Similarity system is used, and a proprietary database of academic texts is being created);
- other procedures and measures.
8.3 The Director of the Center for Education Quality, Licensing, and Accreditation is responsible for the implementation and compliance with the requirements of the internal quality assurance system for educational activities and higher education at the University.
8.4 The internal quality assurance system is evaluated, upon the University's submission, by the National Agency for Higher Education Quality Assurance or independent assessment and higher education quality assurance institutions accredited by it, regarding its compliance with the requirements for the higher education quality assurance system approved by the National Agency for Higher Education Quality Assurance.
9. Final provisions
9.1 This Regulation is approved by the Academic Council of the University and put into effect by an order of the Rector of the University.
9.2 Control over the implementation of this Regulation is exercised by the University officials within the scope of their authority established in job descriptions.
9.3 Amendments and additions to this Regulation are reviewed and approved by the Academic Council of the University and put into effect by an order of the Rector of the University.
