1. General Provisions

1.1 The Regulations on the Instruction of Higher Education Students under an Individual Schedule at National Aerospace University «Kharkiv Aviation Institute» (hereinafter - the Regulations) have been developed in accordance with the Laws of Ukraine «On Education» dated 05.09.2017 No. 2145-VIII (as amended), «On Higher Education» dated 01.07.2014 No. 1556-VII (as amended), and the Statute of the University (hereinafter - the Statute).

1.2 The Regulations have been developed to realize the right to higher education by persons with special educational needs and other categories of persons who cannot attend classroom sessions according to the schedule for valid reasons, i.e., instruction under an individual schedule.

1.3 The Regulations govern the regulatory and legal support for the procedure of transferring a higher education student to instruction under an individual schedule and the organization of such instruction. It defines the grounds, conditions, transfer procedure, and organization of study under an individual schedule aimed at fulfilling the requirements of the educational (educational-professional, educational-scientific) program of the first (Bachelor's) or second (Master's) levels of higher education for full-time study mode.

1.4 The terms in the Regulations are used in the following definitions:

1) instruction under an individual schedule - a form of educational process organization in which the components of educational programs are studied by a higher education student independently, provided there is full control over the learning outcomes as stipulated in the course work programs;

2) individual study schedule (Appendix G) - a document that defines the procedure for organizing a person's instruction under an individual schedule;

3) plan for individual study of an academic discipline (Appendix V) - a document that defines the procedure for independent study under the supervision and with the assistance of lecturers of the sections of an academic discipline studied under an individual schedule, and contains information on the organization of individual work by content modules and the calendar deadlines for current and semester assessment with completion marks;

4) lecturer-supervisor of individual instruction - a member of the scientific and pedagogical staff who draws up the plan for individual study of an academic discipline, provides educational and methodological support, consults, assists, and monitors its results;

5) person with special educational needs - a person with a disability who, in accordance with the foundations of state policy in the field of education and the principles of educational activity, has the right to the accessibility of higher education and the provision of equal access to education under Articles 3 and 6 of the Law of Ukraine «On Education»;

6) educational (educational-professional, educational-scientific) program - a system of educational components of the corresponding level of higher education within a specialty, which defines the requirements for the education level of students, the list of academic disciplines and the logical sequence of their study, the number of ECTS credits required to complete this program, as well as the expected learning outcomes (competencies) to be mastered by a higher education student of the corresponding higher education degree.

2. Conditions and Grounds for Establishing an Individual Study Schedule

2.1 An individual study schedule is established for a term of one semester, and its purpose is to ensure the full implementation of the semester curriculum.

2.2 All higher education students who do not have academic or financial arrears have the right to instruction under an individual schedule.

2.3 An individual study schedule provides for the possibility of selective attendance of classroom sessions by a higher education student, independent study of the material of academic disciplines, and the performance of all types of mandatory work according to the curriculum and the plans for individual study of academic disciplines (Appendix V). It does not provide for additional classroom sessions or consultations for the higher education student.

2.4 To monitor the execution of all tasks provided for in the course work program, a lecturer-supervisor of individual education is appointed for each Plan for individual study of an academic discipline (Appendix V) by a decision of the first department meeting of the current semester.

2.5 An individual study schedule is established upon submission of relevant documents for the following categories of higher education students:

1) persons with special educational needs, meaning those who cannot attend educational classes daily (confirmed by a decision of a healthcare or social protection institution);

2) persons who have children under the age of 3 (confirmed by a copy of the child's birth certificate) or are raising a child with special needs (confirmed by a decision of a healthcare or social protection institution);

3) pregnant women who cannot attend educational classes (confirmed by a medical certificate);

4) persons who require a long-term (up to 6 months) break from classes due to health reasons (confirmed by a medical certificate);

5) persons participating in research and development work outside the University;

6) persons who actively participate in the sports life of the University (members of the University's representative teams, Masters of Sports, Candidates for Master of Sports);

7) persons working in relevant positions within their professional field (confirmed by a certificate from the organization or enterprise);

8) persons leaving to study at another higher education institution (including foreign ones) under academic mobility programs (confirmed by relevant agreements).

2.6 The scope of these Regulations does not extend to persons studying under a dual education program based at relevant organizations and enterprises. The formalization of instruction for such persons is carried out according to separate documents governing the organization of dual-form education.

2.7 The Rector of the university may, if necessary, establish an individual study schedule for individual higher education students in other cases if objective grounds are present.

3. Procedure for Transferring to an Individual Study Schedule

3.1 To transfer to an individual study schedule, a higher education student submits an application addressed to the Rector of the University to the dean's office (Appendix A); documents confirming the grounds for the transfer specified in clause 2.5 of the Regulations are attached to the application.

3.2 An application for granting an individual instruction schedule for the next semester is submitted before it begins.

3.3 Within five working days from the date of submission of the application, the faculty administration checks the compliance of the submitted documents with the requirements of the Regulations, and in case of their compliance, the Dean decides to grant the higher education student an individual study schedule for the current semester, of which the Deputy Dean for Academic Work notifies the student. The procedure for preparing the decision to grant an individual study schedule to a higher education student is determined by the academic council of the faculty at the first meeting of the current academic semester.

3.4 After the Dean makes a decision to grant an individual study schedule, they provide the Rector with the following within a three-day period:

- a memorandum justifying the possibility of transferring the higher education student to an individual study schedule;

- the application of the higher education student (Appendix A) along with documents confirming the grounds for the transfer;

- a draft order on transferring the higher education student to an individual study schedule (Appendix B).

3.5 After the Rector signs the order according to clause 3.4, the Dean acquaints the Deputy Dean for Academic Work with it, and the latter acquaints the heads of the departments organizing the instruction of the higher education student under an individual schedule, the academic group monitor, and the higher education student themselves against signature.

3.6 In the academic group record log, opposite the surname of the higher education student for whom the individual study schedule has been approved, the Deputy Dean for Academic Work makes a note with the reference details of the corresponding order.

4. Procedure for Drawing Up the Individual Study Schedule and Plans for Individual Study of Academic Disciplines

4.1 The individual study schedule (Appendix G) contains a full list of academic disciplines studied individually in the current academic semester, as well as the deadlines and forms of reporting for their study.

4.2 An individual study schedule is not introduced in an academic semester if, within its framework according to the curriculum, a theoretical course of study in classroom sessions is not provided.

4.3 The individual study schedule is drawn up by the head of the graduating department based on the plans for individual study of academic disciplines (Appendix V). Each plan for the individual study of an academic discipline is drawn up by the higher education student jointly with the lecturer-supervisor of individual instruction for this discipline from the corresponding semester plan and approved by the head of the department. The work on drawing up the plans for individual study of academic disciplines is controlled by the Deputy Dean for Academic Work.

4.4 The individual study schedule includes all academic disciplines of the semester plan and individual tasks (term papers, term projects, essays, and other types of work) that the higher education student must perform, as well as the forms of current and final assessment and reporting deadlines. The schedule is signed by the higher education student and the Dean of the faculty, and approved by the Vice-Rector for Scientific and Pedagogical Work.

4.5 An individual study schedule does not imply an extension of the study periods specified in the curriculum.

4.6 The individual study schedule and plans for individual study of academic disciplines are drawn up in two copies; the first copy is kept in the dean's office along with the academic card of the higher education student until the end of the study period, and the second copy is issued to the higher education student.

5. Organization of Instruction under an Individual Schedule

5.1  Lecturers-supervisors of individual instruction select the necessary educational and methodological materials and assessment tools designed to help in the quality independent study of the educational material provided for in the curriculum. The department ensures free access of the higher education student to the developed educational and methodological support in electronic or printed form, and the higher education student must be guided by them during individual instruction.

5.2 Consulting the higher education student, checking the performance of tasks for independent work, and control works is carried out by the lecturer-supervisor of individual instruction according to the semester schedule of consultations. No separate time for consulting a higher education student studying under an individual schedule is provided.

5.3 Tasks requiring classroom performance are worked out by the student according to the general schedule and the course work program. No separate time for classroom work under an individual schedule is provided.

5.4 Missed educational activities provided for in the plans for individual study of academic disciplines (Appendix V) are made up by the higher education student within the deadlines specified in the consultation schedule of the lecturer-supervisor of individual instruction.

5.5 Departments are obliged to review the learning outcomes of the higher education student under the individual schedule on a monthly basis and make decisions regarding the continuation of individual instruction or its termination.

5.6 Successful fulfillment of the individual study schedule is the ground for admitting the higher education student to the semester assessment.

5.7 The higher education student participates in the semester assessment on a general basis in accordance with the Regulations «On Rating Assessment of Student Achievements» QMS KhAI-AMD-R/003:2018.

5.8 The higher education student retains the right to receive an academic stipend until the end of the final assessment period if, at the time of formalizing the individual study schedule, they were receiving a stipend.

5.9 General control over the instruction of higher education students under an individual schedule is exercised by the heads of the departments.

6. Grounds and Procedure for Terminating Instruction under an Individual Schedule

6.1 Permission for instruction under an individual schedule may be canceled before the end of the semester. The grounds for this may be:

- a personal application of the higher education student in case one of the grounds listed in clause 2.5 of the Regulations ceases to apply;

- systematic non-compliance by the higher education student with the individual study schedule, confirmed by an extract from the decision of a meeting of the department organizing the instruction under the individual schedule.

6.2 In case of early termination of instruction under an individual schedule, the Dean or their Deputy Dean for Academic Work notifies the higher education student about this within a three-day period.

6.3 Termination of instruction under an individual schedule is approved by a corresponding order of the Rector of the University.

7. Rights, Duties, and Responsibility of a Student under an Individual Schedule

7.1 A higher education student studying under an individual schedule has the right to:

- participate in drawing up plans for individual study of academic disciplines and forming the individual study schedule;

- receive individual consultations using the distance learning support system.

7.2 A higher education student studying under an individual schedule is obliged to:

- perform all types of tasks defined in the plans for individual study of academic disciplines within the deadlines established in the individual study schedule (Appendix G);

- be present at the educational activities defined in the plans for individual study of academic disciplines (Appendix V) within the deadlines established by the individual study schedule (Appendix G);

- report in a timely manner to the Deputy Dean for Academic Work on the status of fulfillment of the individual study schedule;

- fully comply with the requirements provided for in the Regulations.

8. Final Provisions

8.1 The Regulations are considered and approved by the Academic Council of the University and enacted by the order of the Rector of the University.

8.2 Changes and/or additions to the Regulations are considered and approved by the Academic Council of the University and enacted by the order of the Rector of the University.
