1. General Provisions
1.1 The Regulations on the Dual Form of Higher Education (hereinafter referred to as the Regulations) at the National Aerospace University "Kharkiv Aviation Institute" (hereinafter referred to as the University) define the procedure for organizing and conducting dual education for higher education applicants at the University.
1.2 The Regulations have been developed in accordance with the Law of Ukraine "On Higher Education", the Law of Ukraine "On Education", the "Concept of Training Specialists under the Dual Form of Education" approved by the Decree of the Cabinet of Ministers of Ukraine dated September 19, 2018 No. 660-r, the Order of the Ministry of Education and Science of Ukraine dated 13.04.2023 No. 426 "On Approval of the Regulations on the Dual Form of Professional Pre-Higher and Higher Education", the "Regulations on the Organization of the Educational Process at the National Aerospace University 'Kharkiv Aviation Institute'", as well as on the basis of the experience acquired during the implementation of the dual form of education at the University and taking into account the advanced experience of other higher education institutions of Ukraine.
1.3 The dual form of higher education is a method of obtaining education by full-time applicants, which involves combining studies at the University with on-the-job training at enterprises, institutions, and organizations (hereinafter referred to as the Employer) to master program learning outcomes, deepen practical skills, and acquire a certain qualification. The dual form involves a partial transfer of the process of forming program competencies and learning outcomes into the conditions of professional practical activity; therewith, a part of the scope of educational activity, instead of classroom and independent work, is performed in the form of workplace training (at workplaces) with a corresponding redistribution of the education applicant's learning workload within the educational components.
1.4 Workplace training (at workplaces) is carried out through the performance of labor functions in accordance with an employment contract. The execution of the educational program under the dual form may involve training the applicant with a change of workplaces at the Employer or their training at workplaces of several Employers.
1.5 The main tasks of training under the dual form of education are:
a) improving the quality of training specialists who form the basis of labor potential for the innovative development of the economy, in accordance with modern labor market requirements and the needs of employers by:
- modernizing the content and methods of implementing the practical component of the educational process;
- increasing the motivation of education applicants to study;
- strengthening the role of Employers in the specialist training system at all stages - from participating in the formation of educational program content to evaluating learning outcomes;
- strengthening and improving the practical component of the educational process while ensuring the achievement of learning outcomes defined by the relevant education standard and educational program;
- ensuring the interconnection, interpenetration, and mutual influence of various systems (science-education, science-production, or science-public sector) for the implementation of important changes aimed at improving the quality of education;
- strengthening the mechanism that ensures the integration of education, science, and practical activity in all sectors of the economy for continuous progressive movement through close cooperation and accelerated exchange of knowledge and innovations;
- strengthening the role of Employers and professional associations in the specialist training system, from participating in the formation of educational program content to evaluating learning outcomes;
b) increasing the competitiveness of University graduates, shortening the period of their adaptation to professional activity, and promoting growth in the employment level of youth.
1.6 In these Regulations, the terms are used in the following meanings:
Coordinator from the University - a University employee responsible for the general organization of the dual form of higher education, appointed by order of the Rector of the University.
Coordinator from the Employer - an employee responsible for the methodological and organizational support of training under the dual form of education, appointed by the head of the enterprise/institution/organization.
Curator - a scientific and pedagogical employee of the University who monitors the implementation of the individual study plan of the education applicant and the program of practical workplace training under the dual form of education, appointed by the Rector of the University.
Mentor - an employee appointed by the management of the Employer who monitors the implementation of the individual study plan of the education applicant at the workplace in accordance with the program of practical workplace training, appointed by the head of the Employer.
Other terms are used in the meanings defined by the Laws of Ukraine "On Education", "On Higher Education", "On Professional Pre-Higher Education", the Labor Code of Ukraine, and regulatory legal acts regulating relations in the fields of education and labor.
1.7 Responsibility for the organization and conduct of dual education at the University is assigned to the Coordinator from the University, who performs organizational and coordination work regarding the introduction of dual education models at the University.
1.8 Responsibility for the execution of contracts between the University, the enterprise (organization, institution), and the education applicant lies with the Coordinator from the University.
1.9 Financing of dual education is carried out at the expense of state budget funds, funds of legal entities (individuals), funds of enterprises (organizations, institutions), and at the expense of other sources not prohibited by legislation.
2. Planning of the Educational Process under the Dual Form of Higher Education
2.1 The University is the provider of the educational service and is fully responsible for the implementation of the educational program under the dual form and the quality of education. The Employer is responsible for the organization of training at the workplace (workplaces) in accordance with the contract between the University and the Employer and, in case of its conclusion, the contract between the University, the Employer, and the applicant. The forms of contracts are agreed upon between the University and the Employer.
2.2 Educational activity under the dual form of education is carried out within the limits of the existing licenses of the University for conducting educational activity by levels of higher education.
2.3 To implement the educational program under the dual form, the University develops:
- a separate curriculum covering the entire period of implementation of the educational program, which must meet the requirements for ensuring the duration of practical training provided for the dual form of education;
- a separate schedule of the educational process providing for the alternation of study periods at the University and at the workplace;
- appropriate methodological support for educational components.
2.4 Specific features of the organization of training under the dual form are reflected in:
1) in the curriculum for the dual form of education:
- as a change in the distribution of the total number of European Credit Transfer and Accumulation System (ECTS) credits by forms of educational process organization (the ratio of classroom and/or out-of-class workload);
- through the introduction of educational components (disciplines, internships/practical training, term papers/projects, etc.) related to the specific activities of the Employer and the performance of duties at the workplace, or additional practical training within the elective part of the curriculum chosen by the student;
2) in course syllabi (work programs) of disciplines - as a strengthening of the practical orientation of the content, an increase in the volume of practical and laboratory classes that can be conducted by University instructors at the Employer's workplace, an increase in the share of practical tasks performed independently, etc.
2.5 Workplace-based practical training time is accounted for in ECTS credits and must range from 25 to 60 percent of their total volume provided for by the curriculum designed for organizing higher education under the dual form. This time may include educational components or their parts implemented through the following forms of educational process organization:
- practical training;
- independent work;
- learning sessions, provided they are conducted by the academic and teaching staff of the University at the Employer's workplace.
2.6 The acquisition of education under the dual form is organized for specially formed groups or individual students. If the University has extensive networks of partner Employers, it is possible to align the schedules of the educational process in such a way as to ensure the formation of groups of students studying under the dual form.
2.7 The division of total study time into periods of study taking place at the University and at the workplace may include:
- several hours during the day the study takes place at the University, and the rest of the time — at the Employer's workplace (split-day model);
- several days during the week the study takes place at the University, and the remaining days of the week — at the workplace (split-week model);
- alternation of study periods at the University and at the Employer's facility, where one period spans one or several weeks, months, or a semester (block model);
- a combination of models.
2.8 Education under the dual form at the University can be organized in two ways:
- implementation of educational programs and curricula of the dual form of education, which is based on a combination of theoretical and practical training in the educational process in the following volumes: 40-75% - theoretical classes at the University; 25-60% - professional and practical training at the Employer's facility (at enterprises/organizations/institutions);
- introduction of elements of the dual form of education into existing educational programs and curricula (with the conclusion of an internship agreement for higher education students at enterprises/institutions/organizations).
2.9 Based on the curriculum for the dual form, an individual curriculum for the higher education student is developed.
2.10 The curriculum for the dual form of education is developed by the respective graduate department and approved by the Employer.
2.11 Monitoring the implementation of the individual curriculum and assessing the learning outcomes of persons acquiring education under the dual form are carried out by the University jointly with the Employer in accordance with the Regulations on the Organization of the Educational Process of the University and the requirements of the educational program.
2.12 Attestation of persons acquiring education under the dual form is carried out in accordance with the requirements of the educational program. The topic of the qualification thesis or the list of questions for the attestation exam is agreed upon with the Employer. Representatives of the Employer may be included in the examination committee of the University.
3. Organization of the Educational Process under the Dual Form of Higher Education at the University
3.1 Education under the dual form of higher education at the University can be carried out after a person studying under another form of education is transferred by order of the University Rector to study under the dual form with a corresponding curriculum. Such a transfer is permitted from the first semester of the implementation of the respective educational program, provided that the share of practical training for the entire period of mastering the educational program by the student corresponds to that provided for by the curriculum for the dual form of higher education. The transfer to education under the dual form of higher education is accompanied by the development of or making appropriate changes to the student's individual curriculum and is reflected in the Unified State Electronic Database on Education (EDBO).
3.2 Scholarship provision for higher education students studying under the dual form is carried out in accordance with the legislation.
3.3 Education under the dual form of higher education may be carried out after a person studying under the full-time form of education switches to the dual form with a corresponding curriculum.
3.4 Negotiations regarding the organization of the dual form of education can be initiated by both the University and Employers. A higher education student (or applicant) can independently find a workplace for training and facilitate the establishment of cooperation between the University and the Employer to organize education under the dual form.
3.5 Issues of organizing the dual form of higher education at workplaces for students, including persons with special educational needs, are resolved in the manner established by legislation in the field of education, as well as labor legislation - the Labor Code of Ukraine, the Law of Ukraine "On the Basics of Social Protection of Persons with Disabilities in Ukraine", the Law of Ukraine "On Leaves", the Law of Ukraine "On Occupational Safety" and other legislative acts of Ukraine.
3.6 The organization of the educational process under the dual form of higher education is carried out in accordance with these Regulations, the Regulations on the Organization of the Educational Process at the University, the agreement on higher education under the dual form, other agreements, and legislative acts regulating relations between the University, the Employer, and the higher education student on all issues of organizing education under the dual form.
3.7 The functions of the mentor and coordinator from the Employer in the implementation of the dual form of education are defined in the agreement between the University and the Employer.
3.8 Issues of remuneration and labor duties of University employees appointed as curators or coordinators from the University, and employees appointed as mentors or coordinators from Employers, are resolved in the manner established by legislation.
3.9 The University makes a decision on the implementation of the dual form of education taking into account labor market needs, determines the list of educational programs for which education under the dual form is expedient, and concludes agreements with Employers on cooperation in organizing the dual form of education. The cooperation agreement is registered and stored in the educational and methodical department.
3.10 Employers who possess the material-technical base and personnel resources to ensure the educational process at workplaces under the relevant educational program participate in the organization of the dual form of education.
3.11 The Employer's activity regarding the organization of workplace-based practical training for the student during the dual form of education does not require licensing. The Employer's material-technical base and personnel resources are taken into account during the assessment of the educational program's compliance with the requirements for the accreditation of educational programs and the Conditions for licensing educational activities.
4. Procedure for Transferring Higher Education Students to the Dual Form of Education
4.1 Dual education under existing educational programs and curricula can be chosen by higher education students enrolled in the full-time form of study who have expressed personal desire and have passed the selection process conducted by the Employers.
4.2 The basis for transferring to the dual form of higher education is an application from the full-time higher education student or, in the case of the student's limited legal capacity, an application from one of the parents or other legal representatives.
4.3 In accordance with the previously agreed quotas of higher education students for the dual form with the Employer, a list of students across various years of study within the specialty (educational program) is determined through interviews or other means of communication (testing, questionnaires, etc.), taking into account the following factors: personal motivation and interest of the applicants, particularly including plans for future employment after graduating from the University; the academic performance of the applicants in previous stages of study, including the timeliness of passing all types of control; feedback from instructors; personal qualities of the applicants.
4.4 Before the start of a new semester (academic year), higher education students who wish to study under the dual form submit a corresponding application addressed to the Rector.
4.5 The University, jointly with the higher education student and the Employer, develops and approves the individual curriculum of the higher education student in accordance with the approved curriculum and schedule of the educational process, which are stored in the educational and methodical department, and appoints a curator.
4.6 Education under the dual form involves the conclusion of an employment contract between the Employer and the higher education student, a copy of which is also provided to the University, and subsequently stored in the educational and methodical department.
4.7 After the conclusion of the necessary agreements between the University, the Employer, and the higher education student, an order is issued to transfer the student(s) to the dual form of higher education. The order specifies the duration and location of training at the Employer's facility, the specialty, the educational program, the level of higher education, as well as appoints the curator of dual education and approves the coordinator of dual education from the Employer.
4.8 The transfer of higher education students to the dual form of education is usually carried out before the beginning of the academic semester, or at other times by order of the University Rector.
5. Rights and Duties of the University, Higher Education Students, and Employers During the Organization of the Dual Form of Education
5.1 For the organization and conduct of dual education, the University:
- ensures the compliance of the educational program with higher education standards, provides theoretical training, and bears responsibility for the quality of preparation of higher education students;
- concludes an agreement on cooperation regarding the organization of the dual form of higher education with the Employer;
- jointly with the Employer, develops the curriculum, the schedule of the educational process, and an action plan to support the educational process;
- agrees on the selection/composition of higher education students with the Employer;
- issues orders regarding the organization of the educational process for higher education students under the dual form of education and appoints the Coordinator from the University;
- jointly with the Employer, organizes and conducts the attestation of higher education students.
5.2 For the organization and conduct of education for higher education students under the dual form of education, the Employer:
- accepts higher education students for training in quantities and terms agreed with the University;
- familiarizes higher education students with its own Charter or other fundamental document, internal labor regulations, occupational safety and fire safety rules, employment opportunities, etc.;
- assigns a mentor from among the most highly qualified specialists to each group (individual);
- ensures higher education students' access to practical materials and processes in accordance with the tasks of dual education;
- conducts safety briefings with higher education students;
- jointly with the University, organizes and conducts the attestation of higher education students.
5.3 Higher education students are obliged to:
- adhere during training to the requirements of the Charter, internal regulations, and other normative acts in force at the University and at the Employer, including the sphere of occupational safety;
- fulfill the terms of agreements concluded with their participation with the University and the Employer regarding the implementation of dual education;
- attend classes and fulfill the requirements of the educational program in accordance with the individual schedule of the educational process;
- follow the instructions of mentors appointed by the Employer regarding the educational and production processes.
5.4 Duties of the person(s) performing the functions of the coordinator from the University:
- continuously monitors Employers whose activities correspond to the profile of the respective educational programs and can ensure the acquisition of program learning outcomes by higher education students;
- initiates and implements the negotiation process with Employers regarding joint implementation and improvement of the quality of the dual form of higher education;
- prepares and aligns the memorandum (contract, agreement, etc.) on cooperation with Employers regarding partnership in organizing the dual form of higher education;
- conducts explanatory work among higher education students regarding the specifics and advantages of the dual form of education;
- coordinates the organization of the selection of higher education students wishing to transfer to the dual form of education, and agrees on their personal composition with the Employers;
- organizes discussions with Employers regarding the content of the respective educational programs concerning compliance with the requirements for the competencies of future specialists;
- initiates and monitors the creation of individual curricula that reflect the specifics of the dual form of higher education;
- prepares and aligns agreements on the dual form of higher education with all parties;
